2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
3 CALIFORNIA, APPROPRIATING FUNDS FOR THE CONSTRUCTION
OF ENHANCEMENTS AND IMPROVEMENTS TO PRIVATE STORM
4 DRAIN STRUCTURES IMPACTED BY THE 2014 POINSETTIA FIRE.

WHEREAS, on May 14, 2014 the City Manager of the City of Carlsbad proclaimed the
existence of a local emergency due to conditions of extreme peril to the safety of persons and
property caused by a wildfire in Carlsbad; and
WHEREAS, May 20, 2104 the City Council declared a local state of emergency by
Resolution No. 2014-104; and
WHEREAS, on June 24, 2014 the City Council declared the continuing existence of a local
emergency and appropriated $1,000,000 from the General Fund balance to cover the cost of
expenditures related to the incident period of May 14, 2014 through May 17, 2014 as well as
temporary repair work and/or clean-up occurring within the first 30 days after the end ofthe
^4 incident by Resolution 2014-157; and
15 WHEREAS, on July 22, 2014 the City Council terminated the continued state of a local
16 emergency and appropriated $1,500,000 from the General Fund to cover the costs of
17 permanent repairs related to the Poinsettia Fire by Resolution 2014-180; and
18 WHEREAS, the construction of enhancements and improvements to public and privately
19 owned storm drain structures within the burn area will help reduce the threat of further
2Q damage to the storm drain system and soil erosion throughout the burn which in turn will
provide protection against a change in the quality of the runoff water and help preserve the
integrity ofthe burn area as it relates to the regrowth ofthe native habitat in the burn area.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. The Administrative Services Director is hereby authorized to appropriate one
hundred thousand ($100,000) from the General Fund unassigned fund balance to cover the

1 cost of constructing enhancements and improvements to the private storm drain structures
2 within the burn area related to the 2014 Poinsettia Fire.
