2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
3 CALIFORNIA, SUPPORTING THE REDESIGNATION APPLICATION
FOR THE NORTH SAN DIEGO COUNTY RECYCLING MARKET
4 DEVELOPMENT ZONE TO RENEW THE ZONE AND EXPAND ITS
BOUNDARIES.

WHEREAS, the Recycling Market Development Zone (RMDZ) Program is administered by
the State of California Department of Resources Recycling and Recovery (CalRecycle) to
encourage recycling and reuse of materials by providing technical, financial and marketing
10 assistance, low cost loans and other incentives to businesses located in established zones; and
11 WHEREAS, on Nov. 16, 1993, the City Council approved Resolution 93-317 supporting a
regional application to form the North San Diego County RMDZ to include the cities of Carlsbad,
Del Mar, Escondido, Oceanside, Poway, San Diego, San Marcos, Solana Beach, Vista and the
County of San Diego; and
WHEREAS, on Sept. 21, 2004, the City Council approved Resolution No. 2004-298
17 approving the renewal ofthe North San Diego County RMDZ designation; and
18 WHEREAS, the City of Carlsbad still desires existing and new recycling-based

23 the cities of Encinitas, Santee, and northern and eastern portions of the unincorporated areas
24 of the County of San Diego to the North San Diego County RMDZ benefits local and regional
25 planning, coordination, and support of existing recycling and reuse among manufacturing
businesses, as well as attracts private sector recycling investments to the RMDZ; and
manufacturing businesses locating within the region to remain eligible for the technical and
financial incentives associated with the RMDZ program ; and
WHEREAS, the redesignation ofthe North San Diego County RMDZ and the addition of

7 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California

WHEREAS, the County of San Diego serves as the North San Diego County RMDZ Zone
Administrator responsible for submitting redesignation applications for renewals and boundary
expansions, and is requesting resolutions from member agencies to support the application.
2. That the City of Carlsbad supports the North San Diego County RMDZ
Redesignation Application to renew the zone and expand its boundaries.
