2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
3 CALIFORNIA, RECEIVING A REPORT ON THE COMMISSION FOR
ACCREDITATION OF PARKS & RECREATION AGENCIES
4 CERTIFICATION PROCESS, AND ACCEPTING MODIFICATIONS TO
THE PARKS & RECREATION DEPARTMENT NEEDS ASSESSMENT
5 AND COMPREHENSIVE ACTION PLAN.

WHEREAS, the Parks & Recreation Department is pursuing accreditation through the
Commission for Accreditation of Park & Recreation Agencies (CAPRA); and
WHEREAS, accreditation is a rigorous year long process of self-assessment, reporting
and peer review; and
11 WHEREAS, professional accreditation offers many community and organizational
12 benefits that are consistent with the City Council's mission, vision, organizational, and
13 . . ^ community values; and

WHEREAS, specific modifications were made to the department's needs assessment and
15
comprehensive action plan to satisfy CAPRA fundamental strategies for a park & recreation
16
17 system master plan and strategic plan; and
18 WHEREAS, staff has reported on and made significant progress on 2013 action plan
items; and
WHEREAS, upon achieving accreditation, staff will provide annual reports to CAPRA and
the City Council, and reaccredit every five years thereafter; and
WHEREAS, on March 16, the Parks & Recreation Commission voted to recommend City

24 Council acceptance of modifications to the Parks & Recreation Department needs assessment
25 and comprehensive action plan.

1 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as
follows:

7 3. The City Council wishes to accept modifications to the Parks & Recreation
8 Department needs assessment and comprehensive action plan consistent with
CAPRA accreditation requirements.

1. That the above recitations are true and correct.
2. The City Council receives the report on the CAPRA accreditation process and action
plan progress to date.
