HomeMy WebLinkAbout2015-04-21; City Council; Resolution 2015-094WHEREAS, staff identified the financial and environmental benefits of installing a solar EXHIBIT 1 RESOLUTION NO. 2015-094 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, 3 CALIFORNIA, TO APPROPRIATE $451,000 FROM THE GENERAL CAPITAL CONSTRUCTION FUND AND AUTHORIZE THE CITY 4 MANAGER TO EXECUTE CONTRACT DOCUMENTS FOR A SOLAR PHOTOVOLTAIC SYSTEM AT THE SAFETY TRAINING CENTER. 5 " 6 7 photovoltaic system to offset the energy demands of the Safety Training Center; and 8 WHEREAS, on January 13, 2015 Carlsbad City Council approved selection criteria to be Q used in evaluating Request for Proposals for the design and construction of a solar photovoltaic 10 system at the Safety Training Center; and, 11 WHEREAS, Request for Proposals were advertised and two proposals were submitted to 12 ^3 the City of Carlsbad; and, 14 WHEREAS, One of the received proposals was incomplete and a portion of the proposal 15 submitted after the deadline and is therefore non-responsive; and, WHEREAS, based on the approved criteria city staff reviewed the remaining proposal and determined that the firm of Independent Energy Solutions (lES) would still provide a best value to the City of Carlsbad; and. 16 17 18 19 2Q WHEREAS, staff compared the price proposal and price per kilowatt hour to the recently 21 completed Alga Norte Park Solar PV project; and, 22 WHEREAS, an appropriation of $451,000 for the design and installation of the solar 23 photovoltaic project at the Safety Training Center is being requested at this time. 24 " 25 26 27 28 1 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carisbad, California 2 3 4 5 6 7 from the General Capital Construction Fund 8 3. Council authorizes the City Manager to execute contract documents for the design and installation of a solar photovoltaic system at the Safety Training Center 17 18 19 20 23 24 25 26 27 28 as follows: 1. That the above recitations are true and correct. 2.
