3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING BIDS AND AWARDING THE CONTRACT IN
4 THE AMOUNT OF $183,300 TO LEKOS ELECTRIC, INC. FOR FARADAY
AVENUE FIBER OPTIC INSTALLATION

WHEREAS, the City Council of Carlsbad, California has determined that it is necessary,
desirable, and in the public's best interest to install fiber optic cable underground on Faraday
Avenue between the city building at 1635 Faraday Ave. and intercepting existing conduit placed in
.jQ the tunnel casing of the Carlsbad Desalination Conveyance Pipeline just east of El Camino Real; and
11 WHEREAS, on November 18, 2014, the City Council ofthe City of Carlsbad approved plans
^ ^ for the traffic signal communication network; and

WHEREAS, five (5) sealed bids were received on April 20, 2015, by the City of Carlsbad for
14
the Faraday Avenue Fiber Optics Improvement Project, Contract No 40501; and
15
WHEREAS, the lowest responsive and responsible bid to construct said project was
•17 submitted by Lekos Electric, Inc. in the amount of $183,800; and
18 WHEREAS, there are sufficient funds available in the Transportation Operating Budget to
19
complete the project; and
20
WHEREAS, subsection 3.28.040(C)(5) of the Carlsbad Municipal Code authorizes the
21
City Manager to approve change orders in the amount equal to the contingency set at the time of
22
22 project award.
24 NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of Carlsbad, California,

1 1. That the above recitations are true and correct.
^ 2. That the low bid of $183,800 submitted by Lekos Electric, Inc. for the construction

ofthe Faraday Avenue Fiber Optics Improvement Project, Contract No. 40501 is accepted and the

Mayor is hereby authorized to execute a contract for this project.

3. That the City Manager is hereby authorized to approve construction change
6
7 orders up to $27,570.
8 4. That the award of this contract is contingent upon the bidder submitting the
^ lowest responsible bid executing the required contract and submitting the required bonds and
10
insurance policies, as described in the contract, within twenty (20) days of adoption of this
11
resolution. The City Manager may grant reasonable extensions of time.

^ 2 5. That the Administrative Services Director is authorized to transfer up to $229,750
14 from the Transportation operating budget in the General Fund to the Traffic Signal Program CIP
15 project, 6320, in the General Capital Construction Fund.
