3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE EXPENDITURE
4 OF $169,754 TO FORMS+SURFACES FOR THE FABRICATION
AND DELIVERY OF TRASH/RECYCLING RECEPTACLES AND
^ DECORATIVE BENCHES WITHIN THE OUTLYING VILLAGE
g AND ADJACENT COASTLINE

WHEREAS, as part ofthe Fiscal Year 2013-14 Capital Improvement Program (CIP)

^ Budget, the City Council appropriated $290,000 in funds for the Village Streetscape - Downtown
Area Project (CIP No. 4019); and
11 WHEREAS, the project's initial phase included the procurement of 75
12 trash/recycling receptacles and 30 decorative benches, from Forms+Surfaces, within the core of
the Village; and
WHEREAS, the subsequent installation ofthese amenities provided for a cohesive
feel, a sense of continuity, and an enhancement of branding within the core of the Village; and
WHEREAS, As part of the Fiscal Year 2015-16 CIP Budget, the City Council

appropriated an additional $345,000 in funds for the extension of the Village Streetscape
19 Downtown Area Project (CIP No. 4019); and
20 WHEREAS, the project's next phase proposes to include the procurement of an
additional 68 trash/recycling receptacles and 14 decorative benches, from Forms+Surfaces,
within the outlying Village, and the adjacent coastline; and
WHEREAS, the subsequent installation ofthese amenities is intended to provide
for the continuation of a cohesive feel, a sense of continuity, and an enhancement of branding

2g within the outlying Village and adjacent coastline; and
27 WHEREAS, on May 1, 2014, a request for proposals for trash/recycling receptacles
28 and decorative benches was advertised; and

WHEREAS, the received bids were evaluated by a committee using established
best value criteria; and
WHEREAS, On July 8, 2014, the City Council adopted Resolution No. 2014-168,

5 accepting the bid and authorizing the expenditure of $229,909 to Forms+Surfaces for the
6 fabrication and delivery of 75 trash/recycling receptacles and 30 decorative benches within the
core Village; and
WHEREAS, the purchasing division has concluded that the results ofthe subject
request for proposals remain valid, and Forms+Surfaces has retained the unit pricing established
in its original bid.
WHEREAS staff is therefore recommending the City Council authorize the

23 expenditure of $169,754 to Forms+Surfaces for the fabrication and delivery of 68 trash/recycling
14 receptacles and 14 decorative benches within the outlying Village and adjacent coastline.
15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. There are sufficient funds available in the Village Streetscape - Downtown Area
Project (CIP No. 4019) to accommodate the described $169,754 expenditure.
