HomeMy WebLinkAbout2016-04-26; City Council; Resolution 2016-0743 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2016-074 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING OUT OF STATE TRAVEL FOR FIRE MARSHAL METZ TO ATTEND THE CONGRESSIONAL FIRE SERVICE INSTITUTE'S NATIONAL FIRE AND EMERGENCY SYMPOSIUM IN WASHINGTON D.C. ON MAY 4-5, 2016 EXHIBIT 1 WHEREAS, City Council Policy Number 2 governs requests for out of state travel by employees when such travel benefits the City of Carlsbad; and WHEREAS, the City Council agrees that it is in the public's best interest to authorize out of state travel for Fire Marshal Metz to attend the Congressional Fire Service Institute's National Fire and Emergency Symposium in Washington D.C. on May 4-5, 2016.; and WHEREAS, the approximate cost of this conference is $2,000.00. The cost of the hotel accommodations ($1,100.00) will be paid using funds the Fire Department has earned through the California Fire Fighter Joint Apprenticeship Committee (Cai-JAC), and the remaining $900 will be paid using the fire department's budget. There are sufficient funds in the Fire Department's Cai-JAC account to cover the hotel cost. Cai-JAC seeks to improve the quality of education and training within the fire service and set a professional standard for firefighters through the State of California; and WHEREAS, funding to support apprenticeship related and supplemental instruction (RSI) has been appropriated in California's annual budget act for nearly thirty (30) years. Funding comes from Proposition 98 and the Education Code sections 8152 and 79149.3 which require these funds to be used exclusively for the purpose of partially offsetting the cost of providing RSI to registered apprentices; and WHEREAS, apprenticeship program sponsors, such as Cai-JAC that wish to use RSI funds, must be approved by the California Department of Labor, Division of Apprenticeship Standards 4 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 (DAS) and must be affiliated with a local public education agency. The Cai-JAC is a partnership between state government, education, and management and labor in the fire service; and WHEREAS, Fire Marshal Metz is eligible to receive this Apprenticeship funding.
