RESOLUTION NO. 2016-205
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA,APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE TO RECEIVE BIDS FOR THE REHABILITATION
OF THE WASTEWATER PIPELINES IN THE CARLSBAD VILLAGE AREA, PROJECT
NO. 5503.
WHEREAS,inspection of the wastewater system has identified locations in the wastewater
pipelines in the Carlsbad Village area where the condition of the pipelines have been found to have
multiple defects and are in need of repair; and
WHEREAS,the condition of said pipelines is such that they may be rehabilitated by lining the
existing pipeline with cured-in-place pipe; and
WHEREAS,the City Council of the City of Carlsbad, California, desires to rehabilitate wastewater
pipelines by said means; and
WHEREAS,the plans and specifications for furnishing of all labor, materials, tools, equipment,
transportation,and other expenses necessary or incidental to the rehabilitation of the wastewater
pipelines in the Carlsbad Village area, Project No. 5503, have been prepared and are on file in the Public
Works Engineering Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS,the project is exempt from the California Environmental Quality Act (CEQA) per State
CEQA Guidelines Section 15301(b)—minor alteration of existing facilities of public utility services
involving negligible or no expansion; and
WHEREAS,there are sufficient appropriations in the Sewer Replacement Fund for this project.
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California,as
follows:
1.That the above recitations are true and correct.
2.That the plans,specifications,and Contract documents for the rehabilitation of the
wastewater pipelines in the Carlsbad Village area,Project 5503,are on file in the Public Works
Engineering Department of the City of Carlsbad and are hereby approved.
3.The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,in
accordance with state law,a Notice to Contractors Inviting Bids for the construction of rehabilitation
of the wastewater pipelines in the Carlsbad Village area, Project No. 5503, in accordance with the plans,
specifications, and Contract documents referred to herein.

PASSED,APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 4th day of October, 2016, by the following vote, to wit:
AYES:Hall, Wood, Schumacher, Blackburn, Packard.
NOES:None.
