A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING AND APPROPRIATING FUNDS IN THE
AMOUNT OF $84,818 FOR EMERGENCY MANAGEMENT PLANNING
THROUGH THE FISCAL YEAR 2016 STATE HOMELAND SECURITY
GRANT PROGRAM
EXHIBIT 1
WHEREAS, the City of Carlsbad has been allocated funds through the Fiscal Year 2016
State Homeland Security Grant Program to enhance catastrophic incident planning; and
WHEREAS, Carlsbad's Fire and Police Departments, based on organizational changes,
technological advances and lessons learned from incidents, including the 2014 Poinsettia Fire,
propose to develop and update emergency operations plans to enhance catastrophic incident
preparedness, response and recovery.
NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That the grant funds will be used to hire contractor support to develop and update
emergency plans.
3. That the expenditures specified are authorized in compliance with the grant.
4. That the City Manager of the City of Carlsbad is hereby authorized and directed to
execute said award with the County of San Diego, for receipt of the subject grant
funds, as well as any required reports and/or final statements.
5. That the Administrative Services Director is authorized to appropriate $84,818 in the
Public Safety Grants Special Revenue Fund for Fiscal Year 2016 State Homeland
Security Grant Program.

Carlsbad on the 27th day of June, 2017, by the following vote, to wit:
