A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE 2018 NORTH BEACH LIFEGUARD PROGRAM
TO OPERATE FROM MARCH 1 TO OCTOBER 31, 2018, AND APPROPRIATING
PROGRAM FUNDS IN AN AMOUNT NOT TO EXCEED $360,000
WHEREAS, on April 11, 2017, the City Council of the City of Carlsbad, California directed staff to
conduct a 2017 North Beach Lifeguarding and Law Enforcement Pilot Program; and
WHEREAS, on December 12, 2017, staff presented the City Council with an overview and
evaluation of the 2017 North Beach Lifeguarding and Law Enforcement Pilot Program, including cost
data, statistics and lessons learned; and
WHEREAS, on January 16, 2018, the City Council directed staff to implement an interim in-house
North Beach lifeguard program on North Beach from March 1 to October 31, 2018, and
WHEREAS, on January 16, 2018, the City Council directed staff to conduct a concurrent bid
solicitation process seeking proposals to provide contracted lifeguard services on North Beach; and
WHEREAS, on January 16, 2018, the City Council directed staff to return to Council in October
2018, to present Council with options to either award a contract to a third-party lifeguard service
provider, or authorize an ongoing in-house lifeguard program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the City Manager is authorized to implement the 2018 interim in-house North
Beach lifeguard program on North Beach from March 1 to October 31, 2018.
3. That funds in the amount of $103,282, which were originally appropriated for, but
unspent during the 2017 North Beach Lifeguard and Law Enforcement Pilot Program,
shall be utilized to partially fund the 2018 North Beach lifeguard program.
4. That the Administrative Services Director is authorized to transfer $256,718 from the
City Council contingency account to the Fire Department operating budget for
implementation of the 2018 North Beach lifeguard program.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 13th day of February, 2018, by the following vote, to wit:
