A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE PURCHASE OF EIGHT FORD EXPLORER
POLICE INTERCEPTOR VEHICLES FROM DOWNTOWN FORD FOR $449,216,
APPROPRIATING AN ADDITIONAL BUDGET ALLOCATION OF $93,216, AND
AUTHORIZING THE ADMINISTRATIVE SERVICES DIRECTOR TO APPROPRIATE
AND TRANSFER THESE FUNDS FROM THE GENERAL FUND TO THE FLEET
REPLACEMENT FUND.

WHEREAS, the City Council ofthe City of Carlsbad, California has determined that funds in the
amount of $356,000 were previously appropriated to the fiscal year 2017 and 2018 Fleet Vehicle
Replacement Fund by the Carlsbad City Council for the purchase of five Ford Explorer Police
Interceptor vehicles and three Ford Fusion vehicles; and
WHEREAS, city staff is now proposing to replace the three Ford Fusions with three Ford
Explorer Police Interceptors, for a total of eight Ford Explorer Police Interceptor vehicles. This change
is necessary to address a shortage in the number of Ford Explorer Police Interceptors available to
patrol officers, as well as issues with vehicle maintenance downtime, without increasing the number
of new vehicles purchased; and
WHEREAS, the City Council of the City of Carlsbad, California has determined that additional
funds in the amount of $93,216 will be appropriated for the purchase of the eight replacement Ford
Explorer Police Interceptors for a total of $449,216; and
WHEREAS, the Fleet Committee has reviewed the overall condition, maintenance history and
future maintenance needs and determined it is in the best fiscal interest of the City of Carlsbad to
replace the requested vehicles; and
WHEREAS, in accordance with Carlsbad Municipal Code section 3.28.100, the City of
Carlsbad utilized competitive bid no. 16153311007 established through a cooperative purchasing
agreement by the City of Sacramento; and
WHEREAS, the City of Carlsbad has procured a bid from Downtown Ford to provide eight Ford
Explorer Police Interceptors for a total cost of $449,216 and the purchasing officer has determined it
is in the city's best interest to enter into a contract with Downtown Ford to purchase these vehicles.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:

1. That the above recitations are true and correct.
2. That the City of Carlsbad General Services Division is authorized to purchase eight Ford
Explorer Police Interceptors for a total cost of $449,216.
3. The administrative services director is authorized to appropriate $93,216 from the
General Fund to the Fleet Replacement Fund, to pay for the increase in vehicle
replacement costs.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 8th day of May, 2018, by the following vote, to wit:
