HomeMy WebLinkAbout2019-04-23; City Council; Resolution 2019-055RESOLUTION NO. 2019-055 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE PROGRAMMING OF ROAD MAINTENANCE AND REHABILITATION ACCOUNT FUNDS TO THE PAVEMENT MANAGEMENT PROGRAM, CAPITAL IMPROVEMENT PROGRAM {CIP) PROJECT NO. 6001, IN FISCAL YEAR 2019-20. Exhibit 1 WHEREAS, the state of California enaqed the Road Repair and Accountability Act of 2017, also known as Senate Bill 1 (SB 1), to fund deferred maintenance on the local road system and the state highway system; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of the City of Carlsbad (city) are aware of the projects proposed for funding and which projects have been completed each fiscal year; and WHEREAS, each fiscal year, the city must adopt by Resolution a list of projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include: project description, general location, proposed schedule, and the estimated useful life of the improvement; and WHEREAS, the city is expected to receive an estimated $1,900,000 in RMRA funding in fiscal year 2019-20 from SB 1; and WHEREAS, this will be the third year in which the city will receive SB 1 funding which will enable the city to continue essential road maintenance and rehabilitation projects; and WHEREAS, the city has undergone a public process to ensure public input into the community's transportation priorities as part of the CIP approval process; and WHEREAS, the city utilizes a pavement management system to ensure that RMRA revenues are being used in a prioritized and cost-effective manner; and WHEREAS, the funding from SB 1 will help the city maintain and rehabilitate its network of roads this year and similar projects into the future; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety will have a significant benefit to the community. follows: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as 1. That the above recitations are true and correct. 2. That the Pavement Management Program, CIP Project No. 6001, as further described herein, will be funded in-part with fiscal year 2019-20 RMRA revenues: a. Description: resurface and rehabilitate a selection of publicly-maintained streets on an annual basis. b. Location: various streets throughout the city based on pavement condition. Anticipated Project Schedule: as a recurring annual program, the schedule for each individual resurfacing project varies, however, each year the city typically completes two pavement resurfacing projects: one slurry seal and one pavement overlay. d. Estimated Useful Life: slurry seal has a useful life of approximately 5 years, and asphalt concrete overlay has a useful life of approximately 20 years. 3. That the administrative services director is authorized to program funds in the amount of $1,900,000 to the Pavement Management Program, CIP Project No. 6001, from the RMRA fund in the upcoming CIP for fiscal year 2019-20.
