A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, RENAMING THE BEACH PRESERVATION COMMITTEE TO
BEACH PRESERVATION COMMISSION AND APPROVING THE BEACH
PRESERVATION COMMISSION WORK PLAN FOR FISCAL YEAR 2019-20.
WHEREAS, Chapter 2.15 of the Carlsbad Municipal Code (CMC) requires that each board
or commission provide to the City Council for its approval an annual work plan of activities to be
undertaken by the board or commission; and
WHEREAS, in July 2018, the City Council revised the Carlsbad Municipal Code in an effort
to create uniform policies related to all boards and commissions; and
WHEREAS, at the April and June 2019 Beach Preservation Committee Meetings, Parks &
Recreation staff and the chief innovation officer assisted with the preparation of a work plan for
fiscal year 2019-20 that is consistent with the duties of the Beach Preservation Committee under
City Council Resolution Nos. 93-178 and 2003-120; and
WHEREAS, the Beach Preservation Committee's mission is to advise the City Council and
the city manager on matters related to erosion prevention and protection/enhancement of the
Carlsbad shoreline (e.g., littoral cells, sea level rise et.al.), and to study the best means to maintain
beaches for the safety and optimum enjoyment of the public; and
WHEREAS, on June 4, 2019, the Beach Preservation Committee unanimously accepted
and recommended City Council approval of the Beach Preservation Commission Work Plan for FY
2019-20.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad approves renaming the Beach
Preservation Committee to Beach Preservation Commission.
3. That the City Council of the City of Carlsbad approves the Beach Preservation
Commission Work Plan for FY 2019-20, attached hereto as Attachment A.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad
on the 14th day of January 2020, by the following vote, to wit:

City of Carlsbad
Beach Preservation Commission Work Plan
Fiscal Year 2019-2020
I. Mission Statement
The Mission of the City of Carlsbad Beach Preservation Commission is to advise the City
Council and the City Manager on matters related to erosion prevention and
protection/enhancement of the Carlsbad shoreline (e.g., littoral cells, sea level rise
et.al.), and to study the best means to maintain beaches for the safety and optimum
enjoyment of the public.
II. Composition
Consistent with City Council Resolution Nos. 93-178 and 2003-120, the Beach
Preservation Commission shall be an advisory commission to the City Council and the
City Manager, and its seven members shall be appointed Carlsbad residents. The
Commission shall investigate and report on topics or studies related to beach erosion as
directed by the City Council and City Manager. Commission Members shall serve on a
volunteer basis, on staggered terms. Commission Members are expected to attend all
meetings, held at dates/times set by the Commission or requested by the City Council or
City Manager. The Commission shall be standing, but subject to termination by the City
Council if it deems the existence of the Commission is no longer necessary to the City.
The Commission name was changed from its original 'Beach Erosion' to 'Beach
Preservation', based on the nature of coastal awareness shifting from strictly evaluating
the effects of coastal erosion to a more encompassing view of shoreline preservation.
Ill. FY 2019-2020 Goals & Tasks
The Beach Preservation Commission will focus on the following FY 2019-20 Goals/Tasks:
1. Study and investigate local shoreline preservation and beach nourishment
projects.
a. Actively participate in and monitor the efforts of SANDAG's Shoreline
Preservation Working Group and member cities to plan and implement
the next Regional Beach Sand Project.
b. Investigate and research various types of sand retention projects
constructed nationally and internationally.
c. Participate in the selection process of optimal methods of sand retention
for the Carlsbad shoreline.
2. Encourage private and public representatives to be engaged and work together
on protection and enhancement of local beaches.

a. Collaborate with the California Department of Parks & Recreation on
erosion prevention and protection/enhancement of state-owned beaches
within the City of Carlsbad.
b. Coordinate efforts with government agencies, representatives from the
lagoon foundations, and citizen groups who are interested in shoreline
preservation and beach nourishment.
c. Monitor state and federal legislation that would provide funding for
beach nourishment and enhancement projects.
3. Participate in outreach opportunities related to protection and enhancementof
local beaches.
a. Educate the public on the need for beach preservation, and the role of
individuals, groups and legislators in maintaining this important resource.
b. Participate in community events to increase awareness of the beach and
shoreline preservation efforts of the Beach Preservation Commission.
c. Through personal involvement, promote improvement of sand quality as
· related to storm water runoff and urban pollution, tobacco products and
organic/inorganic material including dog/pet waste, plastics, etc.
4. Review and remain current on activities related to local shoreline preservation
and beach nourishment
a. Monitor the activities of SANDAG's Shoreline Preservation Working
Group, including offshore monitoring programs and beach sand projects.
b. Support and participate in activities of the California Shore and Beach
Preservation Association and other related organizations.
c. Monitor and comment on future Encina Power activities that may have
an impact on the local shoreline, particularly regarding the maintenance
dredging of the Agua Hedionda Lagoon.
d. Monitor and comment on future California Department of Fish and
Wildlife activities that may have an impact on the local shoreline,
particularly regarding the maintenance dredging of the Batiquitos
Lagoon.
e. Monitor and comment on future California Department of Fish and
Wildlife activities that may have an impact on the local shoreline,
particularly regarding the enhancement of the Buena Vista Lagoon.
