A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA,
APPROVING THE ADDITION OF TWO FULL-TIME COMMUNITY SERVICE
OFFICERS, AND TWO MARKED POLICE VEHICLES OUTFITTED WITH LICENSE
PLATE READERS FOR THE PURPOSE OF PARKING MANAGEMENT IN THE
VILLAGE AREA.
WHEREAS, the City Council of the City of Carlsbad, California has determined that it is in the public's
interest to approve the addition of two full-time Community Service Officers (CSO), and one marked police
vehicle outfitted with license plate readers (LPR); and
WHEREAS, the Police Department will actively enforce parking time restrictions in the Village area
during daytime hours as dictated in the Carlsbad Municipal Code (CMC) Section 10.40, Stopping, Standing,
and Parking; and
WHEREAS, the CSOs will operate vehicles equipped with LPRs to compare the detection of a vehicle
against a prior detection of the same vehicle to see if it has overstayed a posted time limit; and
WHEREAS, the cost of two full-time CSOs, their equipment, and one vehicle outfitted with LP Rs for
the remainder of FY20 will be $197,706, and the annual ongo.ing cost will be $205,129 and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Police Department will be authorized to hire two additional full-time CSOs.
I. The Deputy City Manager of Admin services will appropriate $197,706 from the General
Fund to the Police Department's FV20 operating budget.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad
on the 28th day of January 2020, by the following vote, to wit:
AVES: Hall, Blackburn, Bhat-Patel, Schumacher.
NAYS: None.
ABSENT: None.
