HomeMy WebLinkAbout2020-02-25; City Council; Resolution 2020-038RESOLUTION NO. 2020-038 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE CONTRACT DOCUMENTS, PLANS AND SPECIFICATIONS FOR THE CALAVERA HILLS COMMUNITY PARK GATEWAY IMPROVEMENTS PROJECT, CIP PROJECT NO. 4601, AND AUTHORIZING THE CITY CLERK TO ADVERTISE THE PROJECT FOR PUBLIC BIDS. WHEREAS, in 2013, the parks & recreation department conducted a community needs assessment and developed a corresponding comprehensive action plan; and WHEREAS, that effort's public outreach process included stakeholder and leadership interviews, open public meetings online, telephonic and in person surveys, and several Commission and City Council meetings; and WHEREAS, on Dec. 17, 2013, the City Council accepted the Carlsbad Parks & Recreation Department Needs Assessment and Comprehensive Action Plan (Resolution No. 2013-295); and WHEREAS, three of the top seven facility/amenity priority rankings from the needs assessment were family picnic areas, botanical or ornamental gardens, and playground equipment; and WHEREAS, one of the short-term key action items from the comprehensive action plan was the design and development of the Calavera Hills Community Park Gateway Improvements Project (Project); and WHEREAS, staff worked with a design consultant to create a concept plan for the Project, which included a covered picnic area, ornamental landscapes, a looped walkway with fitness/exercise equipment, and a monument sign; and WHEREAS, on March 16, 2015, the Parks & Recreation Commission accepted the concept plan for the Project; and Feb. 25, 2020 Item #4 Page 4 of 12 WHEREAS, on March 24, 2015, the City Council accepted modifications to the Carlsbad Parks & Recreation Department Needs Assessment and Comprehensive Action Plan, including changing its name to the Carlsbad Parks & Recreation Department Master Plan (Resolution No. 2015-074); and WHEREAS, on June 30, 2015, the City Council adopted the FY 2015-16 CIP Budget, which included appropriation of funds for the design and construction of the Project, based on the concept plan (Resolution No. 2015-171); and WHEREAS, on Sept. 1, 2017, the planning division approved a consistency determination for the Project, which confirmed the Project's consistency with the uses previously allowed in Calavera Hills Community Park under its Conditional Use Permit; and WHEREAS, the Project is in alignment with the Carlsbad community value of "Access to recreation and active, healthy lifestyles," and the parks & recreation department vision "To strengthen community connectivity through world class offerings and exc,eptional customer service"; and WHEREAS, the contract documents, plans, and specifications for the furnishing of all labor, material and equipment necessary to construct the Project have been prepared, are on file in the city clerk's office, and are incorporated by reference; and WHEREAS, the estimated construction cost for the Project is $853,480, and funding for the Project, in the amount of $1,057,350, was approved in the FY 2019-20 CIP Budget and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the contract documents, plans and specifications for the Calavera Hills Community Park Gateway Improvements Project (CIP Project No. 4601) have been prepared, are on file in the city clerk's office, and are approved. That the city clerk of the City of Carlsbad is authorized and directed to publish, in accordance with State law, a notice to contractors inviting bids for the Calavera Hills Community Park Gateway Improvements Project (CIP Project No. 4601) in accordance with the referenced contract documents, plans and specifications. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 25th day of February 2020, by the following vote, to wit: AYES: Hall, Blackburn, Bhat-Patel, Schumacher.
