A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE
POINSETTIA LIFT STATION FORCE MAIN HYDRAULIC SURGE PROTECTION,
CAPITAL IMPROVEMENT PROGRAM (CIP) PROJECT NO. 5503-14 (PROJECT).
WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary,
desirable, and in the public interest to construct the Project; and
WHEREAS, the Project is part of the Sewer Line Replacement and Rehabilitation Program, CIP
Project No. 5503; and
WHEREAS, there are sufficient funds appropriated to the Sewer Line Replacement and
Rehabilitation Program, CIP Project No. 5503, to complete construction of the Project; and
WHEREAS, the plans and specifications for the Project have been prepared and are on file at
the city clerk's office and are incorporated by reference; and
WHEREAS, the Project is exempt from the California Environmental Quality Act (CEQA) per State
CEQA Guidelines Sections 15303(d) (new construction of small structures such as utility extensions).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. The above recitations are true and correct.
2. The plans, specifications and contract documents for the Project are approved and are
on file at the city clerk's office.
3. The city clerk of the City of Carlsbad is authorized and directed to publish, in accordance
with state law, a Notice to Contractors Inviting Bids for construction of the Project, in accordance with
the referenced plans, specifications, and contract documents.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 10th day of March 2020, by the following vote, to wit:
