HomeMy WebLinkAbout1983-01-12; Design Review Board; Resolution 0081 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 DESIGN REVIEW BOARD RESOLUTION NO. 008 A RESOLUTION OF THE DESIGN REVIEW BOARD OF THE CITY OF CARLSBAD, CALIFORNIA RECOMMENDING APPROVAL FOR A REDEVELOPMENT PERMIT FOR A 2400 SQUARE FOOT OFFICE REMODEL WITH AN 1100 SQUARE FOOT ADDITION ON PROPERTY LOCATED AT 655 LAGUNA DRIVE. APPLICANT: ROYCE CASE NO.: RP 82-12 WHEREAS, a verified application has been filed with the C'ity of Carlsbad and referred to the Design Review Board; and WHEREAS, said verified application constitutes a request as provided by Title.21 of the Carlsbad Municipal Code; and WHEREAS, pursuant to the provisions of the Municipal Code, the Design Review Board did, on the 12th day of January, 1983, hold a duly noticed public hearing to consider said application on property described as: Lot 45 of Seaside Lands according to Map thereof No. 1722, filed July 28, 1921. WHEREAS, at said public hearing, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, said Design Review Board considered all factors relating to RP 82-12. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Design Review Board of the City of Carlsbad as follows: A) That the foregoing recitations are true and correct. B) That based on the evidence presented at the public hearing, the Design Review Board recommends APPROVAL OF RP 82-12, based on the following findings and subject to the following conditions. Findings: 1) The proposed project is compatible with the goals of sub-area 6 of the Village Redevelopment Area. The Land Use Planning Manager has determined that this project is categorically exempt from environmental review per Section 19.04.070 of the Carlsbad Environmental Ordinance. The project is consistent with all City public facility policies and ordinances since: a) All necessary public imporvements have been provided or will be required as conditions of approval. b) The applicant has agreed and is required by the inclusion of an appropriate condition to pay a public facilities fee. Performance of that contract and public facilities will be available concurrent with need as required by the General Plan. :ond it ions : Approval is granted for RP 82-12, as shown on Exhibit(s) "A" - I'C", dated January 5, 1983, incorporated by reference and on file in the Land Use Planning office. Development shall occur substantially as shown unless otherwise noted in these conditions. This project is approved upon the express condition that the applicant shall pay a public facilities fee as required by Cit! Council Policy No. 17, dated April 2, 1982, on file with the City Clerk and incorporated herein by reference, and according to the agreement executed by the applicant for payment of said fee, a copy of that agreement, dated December 21, 1982, is on file with the City Clerk and incorporated herein by reference. If said fee is not paid as promised, this application will not be consistent with the General Plan and approval for this project shall be void. Approval of this request shall not excuse compliance with all sections of the Zoning Ordinance and all other applicable city ordinances in effect at time of building permit issuance. Water shall be provided by the city of Carlsbad unless some other arrangement is approved by the City Council. The applicant shall prepare a detailed landscape and irrigatioi plan which shall be submitted to and approved by the Land Use Planning Manager prior to the issuance of building permits. All parking lot trees shall be a minimum of 15 gallons in size, All landscaped areas shall be maintained in a healthy and thriving condition, free from weeds, trash, and debris. //// IRB RES0 NO. 008 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Any signs proposed for this development shall be designed in conformance with the city's Sign Ordinance and shall require review and approval of the Land Use Planning Manager prior to installation of such signs. Trash receptacle areas shall be enclosed by a 6-foot high masonry wall with gates pursuant to city standards. Location of said receptacles shall be approved by the Land Use Planning Manager. All roof appurtenances, including air conditioners, shall be architecturally integrated and shielded from view and the sound buffered from adjacent properties and streets to the satisfaction of the Land Use Planning Manager and Building and Planning Director. All areas not covered by the building, driveway or sidewalks shall be landscaped to the satisfaction of the Land Use Planning Manager. The northwestern driveway shall be marked with a sign stating: Entrance Only. Do Not Exit. White directional arrows shall be painted on the driveway as shown on Exhibit "A", dated January 5, 1983. Signs shall be located on the block wall to indicate the location of the compact parking spaces. Zngineering Department: 15) Standard driveway aprons (G-14) shall be used at both driveways. 16) The six foot high block wall along the southerly property boundary shall be repaired to the satisfaction of the City Engineer. 17) Drainage shall be provided thru an approved inlet and outlet system to the satisfaction of the City Engineer. ?ire DeDartment : 18) A fire retardant roof shall be used on the new addition and on the existing structure if a new roof is provided.
