HomeMy WebLinkAbout1984-09-12; Design Review Board; Resolution 0421 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 DESIGN REVIEW BOARD RESOLUTION NO. 042 A RESOLUTION OF THE DESIGN REVIEW BOARD OF THE CITY OF CARLSBAD, CALIFORNIA, DENYING A REDEVELOPMENT PERMIT TO ALLOW BUS BENCH ADVERTISING AT LOCATIONS THROUGHOUT THE REDEVELOPMENT PROJECT AREA. APPLICANT: COAST UNITED ADVERTISING CASE NO: RP/CUP 84-15 WHEREAS, a verified application has been filed with the City of Carlsbad and referred to the Design Review Board; and WHEREAS, said verified application constitutes a request as provided by Title 21 of the Carlsbad Municipal Code; and WHEREAS, pursuant to the provisions of the Municipal Code, the Design Review Board did, on the 12th day of September, 1984, hold a duly noticed public hearing to consider said application on property more particularly described as: on file with the Land use Planning Office, WHEREAS, at said hearing, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, said Board considered all factors relating to RP/CUP 84-15. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Design Review Board of the City of Carlsbad as follows: (A) That the foregoing recitations are true and correct. (B) That based on the evidence presented at the public hearing, the Board recommends DENIAL of RP/CUP 84-15, based on the following findings: Find incr s : 1) Bench advertising is not consistent with the guidelines and objectives of the Village Design Manual, as discussed in the staff report. 2) The requested use is not necessary and desirable for the development of the community and is not essentially in harmony with the various elements and objectives of the general plan since: 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 3) a) Bench advertising is obtrusive, unattractive and does not provide for a harmonious aesthetic style, as discussed in the staff report. b) Bench advertising is an inappropriate use of public right- of-way, as discussed in the staff report. This project will not cause any significant environmental impacts and a Negative Declaration has been issued by the Land Use Planning Manager on August 24, 1984 and approved by the Planning Commission on September 12, 1984.
