HomeMy WebLinkAbout1987-03-25; Design Review Board; Resolution 0926 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 DESIGN REVIEW BOARD RESOLUTION NO. 092 A RESOLUTION OF THE DESIGN REVIEW BOARD OF THE REDEVELOPMENT PERMIT TO DEVELOP A PROFESSIONAL OFFICE BUILDING ON PROPERTY LOCATED AT 2933 ROOSEVELT STREET IN SUBAREA 1 OF THE VILLAGE REDEVELOPMENT AREA. APPLICANT: KEVIN D. KELSO CASE NO: RP 86-22 WHEREAS, a verified application has been filed wi h the CITY OF CARLSBAD, CALIFORNIA, DENYING A City of Carlsbad and referred to the Design Review Board: and WHEREAS, said verified application constitutes a request as provided by Title 21 of the Carlsbad Municipal Code: and WHEREAS, pursuant to the provisions of the Municipal Code, the Design Review Board did, on the 25th day of March, 1987, hold a duly noticed public hearing to consider said application on property described as: Lots 21 and 22 in block 34 of town of Carlsbad, in City of Carlsbad, County of San Diego, State of California, according to map thereof No. 535, filed in the office of the County Recorder of San Diego County, May 2, 1888., WHEREAS, at said hearing, upon hearing and considering all .- testimony and arguments, if any, of all persons desiring to be heard, said Board considered all factors relating to RP 86-22. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Design Review Board of the City of Carlsbad as follows: (A) That the foregoing recitations are true and correct. (B) That based on the evidence presented at the public hearing, the Board DENIES RP 86-22, based on the following findings: Findings: 1) The proposed project does not comply with City standards with respect to driveway width or to providing required onsite parking. //// c 1 2 3 4 5 6 7 8 9 lo: 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 The proposed project does not comply with the intent of the Village Design Manual for Subarea 1 with respect to providing a pedestrian oriented design that fits into the village atmosphere. The proposed project does not comply with the guidelines of the Village Design Manual in that almost the entire site is covered by the structure, and less than five percent of the site is landscaped. Therefore the proposed project is considered too massive for the site. The project will not cause any significant environmental impacts and a Negative Declaration has been issued by the Planning Director on March 14, 1987. PASSED, APPROVED AND ADOPTED at a regular meeting of the Design Review Board of the City of Carlsbad, California, held on the 25th day of March, 1987, by the following vote, to wit: AYES : Board Members, Rombotis, Hall, Holmes, McCoy, McFadden NOES : ABSENT: ABSTAIN: ATTEST: CHRIS SALOMONE COMMUNITY REDEVELOPMENT MANAGER DRB RES0 NO. 092 -2-
