HomeMy WebLinkAbout1990-09-19; Design Review Board; Resolution 1561 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 DESIGN REVIEW BOARD RESOLUTION NO. 1% A RESOLUTION OF THE DESIGN REVIEW BOARD OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDS APPROVAL OF A REDEVELOPMENT PERMIT TO CONSTRUCT A PUBLIC PARKING LOT ON PROPERTY GENERALLY LOCATED ON THE NORTHEAST CORNER OF CARLSBAD VILLAGE DRIVE (FORMERLY ELM AVENUE) AND ROOSEVELT STREET. CASE NAME: ROOSEVELT PARKING LOT CASE NO.: RP 90-5 WHEREAS, a verified application has been filed with the City of Carlsbad and referred to he Design Review Board; and WHEREAS, said verified application constitutes a request as provided by Title 21 of the Iarlsbad Municipal Code; and WHEREAS, pursuant to the provisions of the Municipal Code, the Design Review Board did, In the 19th day of September, 1990, hold a duly noticed public hearing to consider said application In property described as: Lots 1, 2, 3, 4, and 5, Block 38 of Map 775. WHEREAS, at said public hearing, upon hearing and considering all testimony and rguments, if any, of all persons desiring to be heard, said Design Review Board considered all actors relating to RP 90-5. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Design Review Board as follows: That the foregoing recitations are true and correct. That based on the evidence presented at the public hearing, the Design Review Board hereby recommends APPROVAL RP 90-5, based on the following findings and subject to the following conditions. L) 1) ‘indinns: 1. The project complies with the Village Redevelopment Segment of the California Local Coastal Program by providing increased public parking facilities. The proposed project will contribute to the economic revitalization of the Redevelopment Area. This project will not cause any signifcant environmental impacts and a Negative Declaration has been issued by the Planning Director on August 16,1990 and APPROVED by the Design Review Board on September 19, 1990. In recommending approval of this Negative Declaration the Design Review Board has considered the initial study, the staff analysis, all required mitigation measures and any written comments received regarding the significant effects this project could have on the environment. )laming Conditions: 1. 2. 3. 4. Approval is granted for Rp 90-5, as shown on Exhibit(s) "A" - "D", dated September 19, 1990, incorporated by reference and on file in the Planning Department. Development shall occur substantially as shown unless otherwise noted in these conditions. Consistent with the Local Coastal Program for the Village Redevelopment Area, the public parking provided by this project shall not be used to meet off-street parking requirements for land uses in the Village Redevelopment area unless a formal amendment to the Local Coastal Program is approved by the California Coastal Commissior~ The applicant shall prepare a detailed landscape and irrigation plan which shall be submitted to and approved by the Planning Director prior to the issuance of grading or building permits, whichever occurs first. All landscaped areas shall be maintained in a healthy and thriving condition, free from weeds, trash, and debris.
