HomeMy WebLinkAbout1983-06-21; Housing & Redevelopment Commission; Resolution 29.c. 1 2 3 4 5 6 e 0 RESOLUTION NO. a2 9 A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, DIRECTING THE LAND USE PLANNING STAFF TO FILE AN APPLICATION WITH THE STATE COASTAL COMMISSION FOR AN AMENDMENT TO THE CARLSBAD LOCAL COASTAL PLAN I THE CARLSBAD VILLAGE REDEVELOPMENT AREA. APPLICANT: CITY OF CARLSBAD WHEREAS, there are discrepancies between the Carl 7 Local Coastal Plan and the City's Village Redevelopment P1 a WHEREAS, the above mentioned discrepancies have d 9 Council); and 11 supported by the Housing and Redevelopment Commission (Cit 10 the development of a project that has been enthusiasticall 12 WHEREAS, the City feels the project will great1 13 also be delayed because of these discrepancies; and 16 WHEREAS, other projects in the Redevelopment Ar 15 and 14 the Redevelopment Area and will stimulate additional redeve' 17 WHEREAS, the City has redesignated other proper 18 that would be deleted from the Redevelopment Area; and 20 travel/visitor service commercial which greatly exceed the 19 within the coastal zone along the Interstate 5 corridor fo 21 WHEREAS, the proposed amendment would eliminate 22 itrying to encourage and facilitate good development in the 25 WHEREAS; the Housing and Redevelopment Commissi 24 Redevelopment Plan; and 23 potential obstacles to implementing the Carlsbad Village 26 Area with minimal procedural difficulty; and 27 //// 28 //// b e 0 1 2 3 WHEREAS, said amendment to the Carlsbad Local Coa has been declared to have a nonsignificant impact on the 4 environment and a Negative Declaration has been prepared a in compliance with the requirements of the City of Carlsba 5 Environmental Protection Ordinance of 1972. 6 7 €3 9 NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Commission of the City of Carlsbad as follow 1) That the above recitations are true and correct. 2) That the Land Use Planning Staff is hereby directed to to the Carlsbad Local Coastal Plan in the Carlsbad Vi1 1983 incorporated by reference and on file in the Land 10 PASSED, APPROVED AND ADOPTED at a regular meeting 13 Planning Office. 12 Redevelopment Area as shown on Exhibits A & B dated J 11 proposal to the California Coastal Commission for an a Housing and Redevelopment Commission of the City of Carlsb 14 15 California, held on the 21st day of June 11 16 1983, by the following vote, to wit: Ii 17 18 AYES : Cmmissionczs Casler , li=wis, Kulchin, Chick and E NOES : None 19 I! The City would like to amend the LCP to allow general commercial in this area. Area 2 East side of Carlsbad Boulevard north of the Army-Navy Academy athletic field - There is no specific land use designation for this area in the LCP. The Redevelopmei Plan indicates travel services commercial. The City would like to have this area designated for visitor commercial by the LCP. Area 3 North side of Elm Avenue between the AT & SF Railroad is General Commercial. In addition to the General Commercial the Carlsbad Village Area Redevelopment Pla allows for consideration of residential uses. The Cit would like to amend the LCP to allow for the consideration of residential uses in this area, and Madison Street. The LCP designation for this area
