A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMIS
OF THE CITY OF CARLSBAD, CALIFORNIA APPROVING fi NEGA
DECLARATION FOR A REDEVELOPMENT PERMIT/CONDITIONAL U
PERMITICOASTAL DEVELOPMENT PERMIT TO CONSTRUCT A DRI
THROUGH FACILITY AT AN EXISTING KENTUCKY FRIED CHICK
RESTAURANT LOCATED AT 745 ELM AVENUE.
APPLICANT: KENTUCKY FRIED CHICKEN

WHEREAS, the Design Review Board did on the 1st day ,
February, 1989, hold a duly noticed public hearing as
prescribed by law to consider said request, and
WHEREAS, at said public hearing, upon hearing and
considering all testimony and arguments, examining the
initial study, analyzing the information submitted by sta.
and considering any written comment5 received, the Housinc
and Redevelopment Commission considered all factors relat.
to the Negative Declaration.
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the Housinc
and Redevelopment Cornmission as follows:
A) That the foregoing recitation are true and correct.
B) That based on the evidence presented at the public
hearing, the Housing and Redevelopment Commission her
APPROVES the Negative Declaration according to Exhib:
"ND" dated November 2, 1988 and "PII" dated October 1
1988, on file in the Redevelopment Department, based
the following findings:

public review process show that there is no substanti
evidence that the project may have a significant impz
on the environment.
2. The site ha5 been previously graded pursuant to an
earlier environmental analysis.
3. There are no sensitive resources located onsite or
located so as to be significantly impacted by this
