HomeMy WebLinkAbout1993-10-26; Housing & Redevelopment Commission; Resolution 237.a 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15, 16 17 18 19 20 21 22 23 24 25 26 27 28 0 0 HOUSING & REDEVELOPMENT COMMISSION RESOLUTION NO. 2 A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA TO APPROVE THE APPROPRIATION OF $2,000,000 FROM THE REDEVELOPMENT LOW AND MODERATE INCOME REAL PROPERTY AND RELATED IMPROVEMENTS FORTHE PURPOSE OF DEVELOPING AFFORDABLE HOUSING RENTAL UNITS OUTSIDE THE VILLAGE REDEVELOPMENT HOUSING SET-ASIDE FUND FOR THE ACQUISITION OF AREA WHEREAS, the Redevelopment Agency of the City of hereinafter referred to as "Agency", is a Community Redevelopment Agencj and existing under the Community Redevelopment Law, Health and Sa Section 33000, et.seq., hereinafter referred Po as the "Act"; and WHEREAS, the Agency is authorized to implement the Rede Plan for the Carlsbad Village Redevelopment Project Area; and WHEREAS, Section 33334.2 of the Act requires that not twenty percent (20%) of all taxes which are allocated to the Agency for p increasing and improving the community's supply of low and modera housing; and WHEREAS, pursuant to Section 33334.2 of the Act, the I declares its intent that the Low and Moderate Income Housing Set-aside Fu used to improve and increase housing in the community; and .... .... /I 0 0 ,- I1 1 2 3 .... .... 4 5 WHEREAS, to carry out the purposes of increasing and imp community's supply of low and moderate income housing, Section 33334,' Act states that the Agency may exercise any or all of its powers, includir limitations, acquiring land or building sites, improving land or building sites k or offsite improvements, donating land to private or public persons o 1o constructing buildings or structures, acquiring buildings or structures, 13. subsidies to, or for the benefit of, very low income households, low1 12 households, or persons or families of low and moderate income, or other 6 7 a 9 l3 // carry out the purposes of the Act; and 14 WHEREAS, the Housing and Redevelopment Commission APPF 15 16 expenditure of $2,000,000 from the Low and Moderate Income Housing 17 Fund outside the Redevelopment Project Area for the purposes of providin! 18 persons/families within low and very low income households; 19 and related improvements for the construction of 344 units of rental hc I 2o /I 21 22 NOW, THEREFORE, BE IT HEREBY RESOLVED by the Ho 23 II Redevelopment Commission of the City of Carlsbad, California, as follows 24 I1 1. That the expenditures of monies from the Low and Modera Housing Fund for the purposes of acquiring property and ca rental units outside the Redevelopment Project Area, in which : are generated, are and will be of benefit to the respective Pr based on the following findings: related improvements for an affordable housing project conti a. The Village Redevelopment Area currently consists of a restaurants, hotels, time-share projects and small retail i which depend on and offer employment at low to income wages. The proposed housing project offers housing opportunities with restricted rents affordable t very low income households. These type of restricted re opportunities are currently not available to employee within the Village Redevelopment Area. b. The proposed project is located on bus routes and cc major transportation corridors which will allow direct act Village Redevelopment Area. The households residing proposed project will be able to take advantage of 1 transportation systems which will allow them to work ar the Village Redevelopment Project Area. This wil significant impact on the Redevelopment Agency's revitalize the Village Project Area. 3. That the Low and Moderate Income Housing Set-Aside F promote the City of Carlsbad's housing goals and satisfie requirements of the Community Redevelopment Law to expenc of its tax increment to produce affordable housing opportuniti and moderate income persons. 4.
