A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA I TO APPROVE THE DESIGN AND SITE PLANS FOR THE ~ I I CARLSBAD VILLAGE TRANSIT STATION. 5 11 6 WHEREAS, the Housing and Redevelopment Commission, at thl 7 on February 20, 1990 approved an agreement with the North County Tram 8 hereinafter referred to as "NCTD", and the County of San Diego, hereinaft 9 10 to as "COUNTY" for construction and operation of a Commuter RaiVTransit 11 the north side of Grand Avenue between State Street and Washington Si 12 WHEREAS, the Housing and Redevelopment Cornmission hac l3 participate as a member of the project team and review and take l4 11 approve/disapprove the final design drawings and site plan(s); and 15 II 16 // WHEREAS, NCTD and the COUNTY, have in good faith mad 17 /I to respond to all comments on the final design drawings and site plan(s) p I.8 I/ the City and the Redevelopment Agency. 19 I NOW, THEREFORE, BE IT HEREBY RESOLVED by the Hc 2o 1 Redevelopment Commission of the City of Carlsbad, California, as follow 21 22 23 24 25 26 27 A) That the above recitations are true and correct. B) That based on the information presented at the Council meeting of 0 1993 and agreements made with City staff for revisions/correctil drawingdplans, the Housing and Redevelopment Commissic APPROVES the final design drawings and site plan(s) for the new Villi Station based on the following findings and subject to the following ( .... .... .... 28 I1 ll 0 0 I1 HRC RES0 NO. 238 1 2 PAGE 2 3 -.-. 4 Findinqs: 5 1. The project is consistent with the general goals and objectiv Redevelopment Plan and the Village Design Manual/Local Coastal P 6 the Village Redevelopment Area. .... 7 /I 2. The project design is consistent with the Village character of 1 a Redevelopment Area. 9 3. The project design is consistent with station standards for AMTRA The Carlsbad Village Station will be able to accommodate AMTRACK if at a future date a decision is made by AMTRAK to provide service 1 10 11 at the subject station site. 12 Conditions: I.3 11 1. Approval of the Village Transit Station Design and Site Plan(s) is gral 14 15 16 on the presentations and assurances provided by NCTD and the C presented to the City Council on October 26, 1993 and to Cii correspondence dated October 4, 1993. Development of the Vilk Station shall occur substantially as shown in the final approved drawi otherwise noted in these conditions. I'i' 18 2. NCTD shall provide the City with a reproducible 24" X 36", mylar c final drawings and site plan(s) as approved by the Housing and Rede Commission. The site plan shall reflect the conditions of approval k 19 The site plan(s) shall be submitted to the City's Housing and Red€ 20 21 22 23 24 25 26 27 28 I - Department within thirty (30) days of project approval. 3. NCTD shall cooperate with the City of Carlsbad to incorporate tht City-Wide Trails System into the Village Transit Station project, to tl degree possible, once the final alignment for the trails is con approved. 4. NCTD shall investigate structural sections of the road surrounding tt specifically on Washington Street and Beech Avenue, to ensure tha are adequate to handle the bushruck traffic related to the Transit St; roads are not deemed adequate to the satisfaction of the City sufficient improvements shall be constructed prior to initiation of OF the station. ii 0 0 HRC RES0 NO. 238 1 PAGE 3 2 *--. 3 .... .... 4 .... 5 .... .... 6 7 5. NCTD shall enhance the landscaping along Washington Strec satisfaction of the Housing and Redevelopment Director and/or th Director, to provide greater protection to the residences from an' 8 noise impact associated with the Transit Station. 9 10 11 12 6. NCTD/County shall work with the Engineering Department to rede improvements on Washington Street to save as many Eucalyptc possible. 7. NCTD/County shall work with the City to provide an appropriately- around area for large trucks accessing the Bauer Lumber Comp; 13 Ij railroad right-of-way. 14 8. On behalf of NCTD and the City, SANDAG shall conduct a con parking lot study a minimum of once a year. A copy of the stc 15 forwarded to the City within thirty (30) days of completion. If indicates that the parking lot mid-day utilization ratio meets or excee 16 three (3) consecutive days, NCTD will immediately initiate procedurc 17 // the construction of a parking lot expansion within one (1 1 year. 18 9. If the parking lot study noted in condition No. 8 indicates that the mid-day utilization ratio meet or exceeds 85% for three (3) consec 19 NCTD will immediately initiate procedures to obtain the right-a I/ construct an additional public street access for the expansion of the 20 21 22 23 24 25 The third access shall- be constructed concurrent with construc' expansion of the parking lot. 10. Plans, specifications and supporting documents for all improve landscaping within the City right-of-way shall be prepared by Nc satisfaction of the City Engineer. The plans shall be prepared on st; plan sheets and be processed through the normal City plancheck F the work shall be inspected by City forces. A. Full improvement of Washington Street from Grand Avenuc Avenue including pavement, curbs, gutters, sidewalks, streetli! trees and drainage facilities. The structural section, including t pavement area, shall be designed to accommodate a minin index of 7.0. B. Partial improvement of Beech Avenue to include curb, 1 sidewalk transitions to Washington Street. The structural I Beech Avenue from Washington Street to Carlsbad Bouleva modified to accommodate a minimum traffic index of 7.0. C. Full improvement to Cedar Street from State Street to the including pavement, curbs, gutters, sidewalks, street lights, s landscaped median and drainage facilities. The structural SE accommodate a minimum traffic index of 6.0. 11. 12. D. Full improvement to the alley from Grand Avenue to the secc lot entrance north of Cedar Street including pavement, curt: sidewalks, street trees, streetlights, landscaped median an facilities. The structural section shall be designed to accor minimum traffic index of 5.0. NCTD shall grant a public easement or an appropriate license agreer City for any portion of Washington Street or the alley way which c into the railroad right-of-way and which has not been previously d the City for public street purposes. NCTD shall indemnify and hold the City harmless from any damage of action which may result from the construction or operation of the rail station or bus transfer site.
