RESOLUTION AUTHORIZING THE HOUSING AUTHORITY
OF THE COUNTY OF SAN DIEGO TO CONDUCT A
RESIDENTIAL REHABILITATION LOAN PROGRAM IN
THE AREA OF OPERATION OF THE HOUSING AUTHORITY
OF THE CITY OF CARLSBAD
WHEREAS, Section 34324 of the Housing Authorities Law
(commencing with Section 34200 of the Health and Safety Code)
permits two housing authorities to cooperate in the exercise of
any or all of their powers, either jointly or otherwise, with
respect to any housing project within the area of operation of one
or more of the authorities; and
WHEREAS, Section 34324 of the Housing Authorities Law permits
one authority to authorize another authority with which it is co-
operting in the exercise of powers to act on its behalf with
respect to any or all of its powers in the name of such other
authority; and
WHEREAS, a housing authority may under the Housing Authorities
Law conduct a residential rehabilitation housing project; and
WHEREAS, the Housing Authority of the County of San Diego
is preparing to conduce a $851,000 two year residential rehabili-
tation loan program with below market interest rate loans (maximum
loan of $10,000 with maximum term of 15 years) and deferred loans
(maximum loan of $5,000) being made in certain target areas
within its area of operation to persons whose income meets the
income limits utilized by the U.S. Department of Housing and
Urban Development in its Section 235 program and who have had
title to the property for at least one year prior to applying
for a loan, for purposes of residential improvements allowable
1 under the Federal Housing Administration's Title I home
2 improvement loan program; and
3 WHEREAS, the Housing Authority of the City of Carlsbad
4 desires that the Housing Authority of the County of San Diego
5 conduct the County's residential rehabilitation loan program
6 within the area of operation of the Housing Authority of the
V City of Carlsbad as well as within the County Housing Authority's
8 area of operation;
9 BE IT RESOLVED that the Housing Authority of the City of
10 Carlsbad hereby authorizes the Housing Authority of the County
11 of San Diego to conduct, in the name of the Housing Authority
12 of the County of San Diego, the residential rehabilitation loan
13 program approved by the Board of Supervisors of the County of
14 San Diego on July 12, 1977 (No. 31), including any future
15 amendments to that program, within the area of operation of the
16 Housing Authority of the City of Carlsbad, until the termination
of that program or any amendments or extensions thereof, or until
18 the Housing Authority of the City of Carlsbad, by resolution,
terminates the authority granted herein.
