HOUSING COMMISSION RESOLUTION NO. 93-007
A RESOLUTION OF THE HOUSING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA RECOMMENDING
APPROVAL OF THE SUBMITTAL OF AN APPLICATION TO
THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT FOR 1993 FEDERAL HOME
INVESTMENT PARTNERSHIP PROGRAM FUNDS IN THE
AMOUNT OF $1 MILLION AND AUTHORIZING THE
HOUSING AND REDEVELOPMENT DIRECTORTO EXECUTE
DOCUMENTS
WHEREAS, the California State Department of Housing and Community
Development has issued a Notice of Funding Availability for the Federal HOME
Investment Partnership Program and is authorized to approve funding allocations in the
amount of $1 million which will be made directly through the U.S. Department of
Housing and Urban Development (HUD) to be used for the purposes set forth in Title
II of the Cranston-Gonzalez National Affordable Housing Act of 1990, the
implementing regulations set forth in Title 24 of the Code of Federal Regulations, part
92, and Title 25 of the California Code of Regulations commencing with section 8200;
and
WHEREAS, the City of Carlsbad is committed to continuing to provide
low-income housing in the City as it outlined in the Housing Element of the General
Plan and in the Comprehensive Housing Affordability Strategy (CHAS), a five year plan
to increase assisted housing which is required by HUD.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Housing
Commission of the City of Carlsbad, California, as follows:

The Housing Commission hereby recommends to the City Council the
submittal of an application to the California Department of Housing and

Community Development to apply 1993 Federal HOME Investment
Partnership Program Funds in the amount of $1 million to provide rental
assistance opportunities to very low income residents within the City 01
Carlsbad.
3. The Housing Commission hereby recommends to the City Council that
priority for assistance be given to applicants who will maintain their
residency in Carlsbad but not mandate residency within the city limits to
continue to receive the assistance.
4. The Housing Commission hereby recommends that the Housing and
Redevelopment Director execute documents required for the submittal of
said application for 1 993 Federal HOME Investment Partnership Program
Funds.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Housing Commission of the City of Carlsbad, California, held on the 9th day of
September, 1993 by the following vote, to wit:
