HomeMy WebLinkAbout1994-06-09; Housing Commission; Resolution 94-0091 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 HOUSING COMMISSION RESOLUTION NO. 94-009 A RESOLUTION OF THE HOUSING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA RECOMMENDING APPROVAL OF A ZONE CODE AMENDMENTy AMENDING VARIOUS CHAPTERS OF TITLE 21 OF THE CARLSBAD MUNICIPAL CODE TO ADD MANAGED LIVING UNITS AS A PERMITTED USE IN CERTAIN ZONES, ESTABLISH DEVELOPMENT AND DESIGN REGULATIONS, AND ADD DEFINITION OF MANAGED LIVING UNITS. CASE NAME: MANAGED LIVING UNITS CASE NO. : ZCA 91-01 WHEREAS, the Housing Commission did consider amendments to various chapters of the Carlsbad Municipal Code to add Managed Living Units as a permitted use within various zones of the City during a public meeting held on June 9, 1994, and WHEREAS, at said meeting, the Housing Commission did consider the information submitted by staff related to the proposed code amendments to allow Managed Living Units in Carlsbad. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Housing Commission as follows: 1. That the foregoing recitations are true and correct. 2. That based on the information presented during the public meeting on June 9, 1994, the Housing Commission hereby recommends APPROVAL of the amendments to the Municipal Code to allow for construction of Managed Living Units with the following revisions and based on the noted findings: .... .... .... .... 1 2 3 4 5 6 7 € 9 1c 11 li 12 14 1: 1C 1'; 1E 1: 2( 21 2: 21 24 2: 2t 2: 2E HC RESOLUTION NO. 94-009 PAGE 2 .... .... .... 0 The height limit for Managed Living Unit projects should be 45 feet rather than the 35 feet proposed by the Planning Commission. 0 The total number of units to be constructed prior to ordinance evaluation should be 500 units/5 years rather than the 200 units/5 years proposed by the Planning Commission. In addition, the unit cap should be distributed throughout the four (4) quadrants of the City. 0 The parking requirement for all Managed Living Units, regardless of affordability level, should be a flat .5 spaces per unit. Also, the Commission recommends that credit for on-site parking be given for projects which are constructed in close proximity to public transportation access points (i.e., commuter rail station). 0 For the restricted Managed Living Units, the affordability level should be set at fifty percent (50%) of area median income and below rather than at the low income level (80% of area median income and below) proposed within the draft ordinance. Findings: 1. Managed Living Units will provide a supply of affordable living accommodations, particularly for persons who cannot or do not wish to maintain households with complete facilities. 2. In order to meet the affordable housing needs within Carlsbad, it is necessary to encourage a variety of housing types. There is a shortage of decent, safe and sanitary affordable rental living accommodations within the City of Carlsbad. The "Managed Living Unit" will contribute significantly to the stock of low income rental living accommodations within Carlsbad. PASSED, APPROVED AND ADOPTED at a regular meeting of the Housing Commission of the City of Carlsbad, California, held on the 9th day of June, 1994, by the following vote, to wit: AYES: NOES: Noble Scarpelli, Avis, Sato, Calverley, Escobedo ABSENT: Wellman, Rombotis ABSTAIN: None EVAN BECKER Housing and Redevelopment Director
