HomeMy WebLinkAbout1995-11-09; Housing Commission; Resolution 95-0111 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 20 HOUSING COMMISSION RESOLUTION NO. 95-011 A RESOLUTION OF THE HOUSING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA RECOMMENDING DENIAL OF A REQUEST BY GREYSTONE HOMES TO PURCHASE 23 AFFORDABLE HOUSING CREDITS IN THE VILLA LOMA PROJECT IN ORDER TO SATISFY THE AFFORDABLE HOUSING OBLIGATION OF THE COSTA DO SOL PROJECT UNDER THE CITY’S INCLUSIONARY HOUSING ORDINANCE CASE NAME: COSTA DO SOL WHEREAS, the City of Carlsbad has identified a need to provide at least 1400 housing units affordable to households of low and very low income by 1996; and WHEREAS, a project, known as the Costa Do Sol Project, has an obligation to provide 23 units of housing affordable to low income persons pursuant to the City of Carlsbad’s Inclusionary Housing Ordinance; and WHEREAS, the City’s Inclusionary Housing Ordinance allows a developer to satisfy the affordable housing obligation in a combined project upon approval by the City Council of the City of Carlsbad; and WHEREAS, the developer of the Costa Do Sol project, Greystone Homes, has submitted a request to participate in a combined affordable housing project, known as the Villa Loma Project, through purchase of housing credits from the City of Carlsbad; WHEREAS, the request by Greystone Homes to purchase housing credits to satisfy the affordable housing obligation for the Costa Do Sol has received a recommendation for approval by the Project Staff Review Committee; and, .... .... .... .... .... NO. 95-011 PAGE 2 WHEREAS, the Housing Commission believes that the developer can best meet the affordable housing needs of the community by building affordable housing units within the Costa Do Sol project rather than purchasing housing credits NOW, THEREFORE, BE IT HEREBY RESOLVED by the Housing Commission as follows: 1. 2. 3. That the foregoing recitations are true and correct. That the Housing Commission recommends denial by the City Council of the Greystone Homes Inc. request to purchase a total of twenty-three (23) Housing Credits from the City of Carlsbad for participation in a combined project, known as the Villa Loma Affordable Housing Project, to satisfy the affordable housing obligation for the Costa Do Sol Project (CT92-0UPUD 92-01/SDP 93-04/ HDP 92-10) pursuant to the City's Inclusionary Housing Ordinance. That the Housing Commission recommends that Greystone Homes Inc., developer of the Costa Do Sol Project, be required to construct the required affordable housing unit on-site rather than through the purchase of housing credits within the Villa Loma Combined Affordable Housing Project. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Housing Commission of the City of Carlsbad, California, held on the 9th day of November, 1995 by the following vote, to wit: AYES: Calverley, Escobedo, Rose, Saw, Scblehuber, Wellman NOES: AViS ABSENT: Noble, Scarpelli ABSTAIN: None DOUGYAVIS, chairperson Housing Commission EVAN E.
