HOUSING COMMISSION RESOLUTION NO. 96-006
A RESOLUTION OF THE HOUSING COMMISSION OF THE CITY
OF CARLSBAD, CALIFORNIA APPROVING REVISIONS TO THE
HOUSING COMMISSION'S RULES AND PROCEDURES.
The Housing Commission of the City of Carlsbad hereby resolves as follows:
The following rules and procedures for the conduct of the Housing Commission
meetings have been revised as follows:
Section 18 of the Housing Commission Rules and Procedures shall be revised to
read as follows:
"18 DISTRIBUTION OF MINUTES AND MEETING SUMMARIES. (a) The
Minutes Clerk shall prepare and forward the draft minutes of a Housing Commission
meeting to the Housing and Redevelopment Director within ten (10) business days of
each respective Housing Commission meeting. The Housing and Redevelopment Director
shall forward a copy of the draft minutes of each respective Housing Commission
meeting to each Housing Commissioner within fourteen (14) business days of the
respective Housing Commission meeting in order to allow for more timely review of the
minutes by each Housing Commissioner prior to the subsequent meeting at which action
will be taken by the Housing Commission on the subject minutes. Copies of the minutes
shall also be provided to the City Manager, City Attorney, Housing and Redevelopment
Director, Community Development Director, Planning Director and any other individual
designated by the City Manager.
(b) The Housing and Redevelopment Director shall prepare and forward a summary of
the action taken by the Housing Commission at each meeting to the Housing
Commissioners within two (2) business days of the respective meeting. Copies of the
meeting summary shall also be provided to the Mayor and City Council, City Manager,
City Attorney, City Department Heads and any other individual designated by the City
Manager. "

Paragraph (a) of Section 19 of the Housing Commission Rules and Procedures is
revised to read as follows:
"19 RECORDING OF MEETINGS. (a) The Minutes Clerk shall tape record
Housing Commission meetings as an aid in the preparation of the minutes. If tape
recordings are made, they shall be retained by the Minutes Clerk until such time as the
minutes have been approved by the Commission. Upon such approval of the written
minutes by the Commission, the Minutes Clerk may reuse or erase such tape recordings
unless specifically requested by the Commission or the City Attorney to retain such tapes
at the time the minutes are approved. 'I
PASSED, APPROVED AND ADOPTED by the Housing Commission of the City
of Carlsbad at a regular meeting held on the 9th day of May, 1996 by the following vote,
to wit:
AYES: Chairperson Calverley, Commissioners: Schlehuber, Sato,
NOES: None.
Rose, Escobedo and Noble.
ABSENT: Commissioner Scarpelli.
ABSTAIN: None.
