HOUSING COMMISSION RESOLUTION NO. 9 7 - 0 0 3
A RESOLUTION OF THE HOUSING COMMISSION OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING PUBLIC COMMENTS AND
RECOMMENDING TO THE CITY COUNCIL APPROVAL OF THE
PLAN FOR THE CITY'S COMMUNITY DEVELOPMENT BLOCK
GRANT/HOME PROGRAM TO THE U.S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT
WHEREAS, the City Council of the City of Carlsbad, California, selected projects and funding
allocations for the City's 1997-98 Community Development Block Grant/HOME Program during a
public meeting on April 1, 1997;
SUBMITTAL OF THE 1997-98 CONSOLIDATED FUNDING STRATEGY AND
WHEREAS, the City must prepare an Annual Consolidated Funding Strategy and Plan
outlining all projects to be undertaken to meet the needs of low and moderate income residents,
activities to address the housing needs of the homeless and actions to foster and maintain affordable
housing opportunities as a requirement for receiving federal funds under the Community Development
Block Grant and the HOME Investment Partnership Programs;
WHEREAS, the City of Carlsbad's 1997-98 Consolidated Funding Strategy has been prepared
and made available for public review and comment for thirty (30) days beginning April 4, 1997 and
ending May 5, 1997;
WHEREAS, the Housing Commission of the City of Carlsbad, California, held a public
hearing to consider the 1997-98 Consolidated Funding Strategy and Plan for the City's Community
Development Block Grant/HOME Program; and,
WHEREAS, the Housing Commission has taken all testimony into account.
NOW, THEREFORE BE IT HEREBY RESOLVED as follows: f

That the above recitations are true and correct.
That Housing Commission recommends to the City Council approval of the submittal of the
1997-98 Consolidated Funding Strategy and Plan for the Community Development Block
Grant/HOME Program to the U.S. Department of Housing and Urban Development.
That the Housing and Redevelopment Director is authorized to submit the required
application documents, the Annual Consolidated Plan, to the U.S. Department of Housing
and Urban Development for approval upon expiration of the public review and comment
period.

PASSED, APPROVED AND ADOPTED at a regular meeting of the Housing
Commission of the City of Carlsbad, California, held on the 10th day of April, 1997, by the following
vote, to wit:
AYES: Chairperson Schlehuber, Commissioners: Calverley, Escobedo,
NOES: None.
ABSENT: Vice-Chairperson Wellman.
Scarpelli, Walker, Latas, Noble and Rose.
ABSTAIN: None.
