HomeMy WebLinkAbout2008-12-11; Housing Commission; Resolution 2008-0021 HOUSING COMMISSION RESOLUTION NO. 2008-002 2 A RESOLUTION OF THE HOUSING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING 3 APPROVAL TO THE CITY COUNCIL OF A REQUEST TO PURCHASE A TOTAL OF 11 AFFORDABLE HOUSING 4 CREDITS IN THE VILLA LOMA AND/OR CASSIA HEIGHTS AFFORDABLE APARTMENT PROJECTS IN ORDER TO 5 SATISFY THE AFFORDABLE HOUSING OBLIGATION OF THE HOUSING DEVELOPMENT KNOWN AS LA COSTA TOWN 6 SQUARE UNDER THE CITY'S INCLUSIONARY HOUSING ORDINANCE.7 CASE NO.: CT 08-038 9 WHEREAS, a housing development and related commercial project known as La Costa Town 10 Square and identified by Tentative Map CT 08-03 is currently under review and consideration and is 11 proposed to provide for a maximum of 64 market rate residential units; and 12 WHEREAS, said development has requested approval from the City of Carlsbad to purchase a 13 total of 11 affordable housing credits in the Villa Loma and/or Cassia Heights affordable housing projects 14 to satisfy the inclusionary housing requirement of said Tentative Map; and 15 WHEREAS, the Housing Commission did hold a public meeting to consider said request for the purchase of Affordable Housing Credits by said development; and 1' WHEREAS, at said public meeting, upon hearing and considering all testimony, if any, of all persons desiring to be heard, said Commission considered all factors relating to the application and request to purchase Affordable Housing Credits. 20 NOW, THEREFORE, BE IT HEREBY RESOLVED by the Housing Commission of the City 21 of Carlsbad, California, as follows: 22 1. That the above recitations are true and correct. 23 2. The Commission recommends approval by the City Council of the developer's request to 24 purchase credits in the Villa Loma and/or Cassia Heights Affordable Housing developments and find the request to be consistent with the goals and objectives of the City of Carlsbad's 25 Housing Element, the Inclusionary Housing Ordinance, and the Carlsbad General Plan. 26 27 28 1 Page 2 of Housing Commission Resolution # 2008-02 2 3. That based on the information provided within the Staff Report and testimony presented during the public meeting of the Commission, the Housing Commission hereby 3 RECOMMENDS APPROVAL of the request by the developer to purchase a total of 11 affordable housing credits in the Villa Loma and/or Cassia Heights affordable housing 4 projects in order to satisfy the affordable housing obligations of the La Costa Town Square (CT 08-03) development under the city's inclusionary housing ordinance. 4. That the Housing Commission recommends to the City Council that the Community Development Director or his or her designee be authorized to execute a standard Affordable Housing Agreement with the noted developer to permit the purchase of 11 affordable housing ' credits in the Villa Loma and/or Cassia Heights Affordable Housing Developments as set forth within this resolution, and subject to review and final approval by the City Attorney.8 9 ' PASSED, APPROVED, AND ADOPTED at a regular meeting of the Housing Commission of the City of Carlsbad, California, held on the 11th day of December, 2008 by the following vote, to wit: 11 AYES: Smith, Ritchie, Kirk 12 NOES: None 13 ABSENT: Wrisley, Bradwell 14 ABSTAIN: None 15 16 17 Bobbie Smith, Housing Commission Chair 18 19 20 ATTEST: 21 >. -A-A^hu22Debbie Fountain, Housing and Redevelopment Director 231' 24 25 26 27 28
