HomeMy WebLinkAbout2011-05-12; Housing Commission; Resolution 2011-002HOUSING COMMISSION RESOLUTION NO. 2011-002 A RESOLUTION OF THE HOUSING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF MINOR CHANGES TO PROGRAM 2.1 OF THE 2005-2010 HOUSING ELEMENT. CASE NAME: HOUSING ELEMENT PROGRAM 2.1 CASE NO.: GPA 11-04 WHEREAS, the City Council of the City of Carlsbad on April 26, 2011, passed Resolution 2011-068, declaring its intention to amend Program 2.1 of the 2005-2010 Housing Q Element "Objectives and Time Frame" to provide updated timelines for implementation of the 9 actions set forth therein regarding adequate sites, all to be accomplished within the extended 10 2005-2010 housing element cycle; and 11 WHEREAS, in Resolution 2011-068, the City Council also directed the Planning 12 Director to prepare recommendations for the updated timelines; and WHEREAS, consistent with Council direction, the Planning Director has prepared General Plan Amendment (GPA 11-04) pursuant to Section 21.52.150 of the Carlsbad 16 Municipal Code; and WHEREAS, the amendment is necessary to ensure compliance with a recent San Diego Superior Court ruling; and 19 WHEREAS, a Housing Commission responsibility is to recommend on proposed 20 amendments to the general plan housing element, and related strategies or programs; and WHEREAS, the Housing Commission did, on May 12, 2011, hold a public meeting as prescribed by law to consider said amendment; and WHEREAS, at said public meeting, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, said Commission considered all factors 26 relating to the amendment to Housing Element Program 2.1. I 27 He1 RESOLUTION NO. 2011-OOX PAGE 28 NOW, THEREFORE, BE IT HEREBY RESOLVED by the Housing Commission of the City of Carlsbad, California, as follows: 4 A) That the foregoing recitations are true and correct. 5 B) That based on the information provided within the Housing Commission staff 6 [ report and testimony and arguments, if any, presented during the public meeting of the Housing Commission on May 12, 2011, the Housing Commission hereby 7 I ADOPTS Resolution No. 2010-OOX, recommending APPROVAL to the City Council of the amendment to Housing Element Program 2.1 as shown in Exhibit A attached hereto and based upon the findings contained herein. 9 Findings: 10 1. The amendment to Housing Element Program 2.1 is minor and necessary to comply with 1 1 a recent San Diego Superior Court decision in Friends ofAviara v. City of Carlsbad. 12 2. The amendment to Housing Element Program 2.1 maintains consistency with the Housing Element Goal 2 ("New housing developed with diversity of types, prices, tenures, densities, and locations, and in sufficient quantity to meet the demand of , . anticipated city and regional growth.") by simply revising the time frames for completion of the various program actions within the current housing cycle, as extended. 15 " 16 17 18 19 20 22 23 24 -2- 4 5 6 7 8 9 10 11 PASSED, APPROVED, AND ADOPTED at a regular meeting of the Housing Commission of the City of Carlsbad, California, held on the 12th day of May 2011, by the following vote, to wit: AYES: BRADWELL, KIRK AND SMITH NOES: NONE ABSENT: IGOE AND WRISLEY ABSTAIN: NONE BOBBIE SMITH; CHAIRPERSON CARLSBAD HOUSING COMMISSION 16 17 18 19 20 21 -DEBORAH K.
