ASSISTANCE FROM THE CARLSBAD HOUSING TRUST FUND TO AFFIRMED HOUSING FOR CONSTRUCTION OF FIFTY (50) AFFORDABLE APARTMENT HOMES FOR HOMELESS VETERANS AND LOWER INCOME VETERANS AND THEIR FAMILIES ON SCATTERED SITES. IN THE NORTHWEST QUADRANT OF THE CITY OF CARLSBAD. WHEREAS, Affirmed Housing has proposed to construct 50 apartment homes to be affordable to lower income households within the City of Carlsbad for homeless veterans and lower income veterans and their families on two separate sites within the Village and Barrio neighborhoods of the City of Carlsbad, and has requested financial assistance from the City of Carlsbad to assist in the financing of said affordable housing project for homeless veterans and lower income veterans and their families; and, WHEREAS, the request for financial assist to construct said units has been submitted to the City of Carlsbad's Housing Commission for review and consideration; and WHEREAS, said Housing Commission did, on the 14th day of July, 2016, hold a public meeting to consider the request for financial assistance for the construction of said 50 affordable apartment homes for homeless veterans and lower income veterans and their families on two separate sites within the Village and Barrio neighborhoods of the City of Carlsbad by the affordable housing developer, Affirmed Housing; and WHEREAS, upon hearing and considering all testimony, if any, of all persons desiring to be heard, said Commission considered all factors relating to the proposal to construct said affordable family rental homes. NOW, THEREFORE, BE IT J-IEREBY RESOLVED by the Housing Commission of the City of Carlsbad, California, as follows: · 2 3 4 5 6 7 8 9 10 II 12 I3 I4 I5 16 17 I8 I9 20 21 22 23 24 25 26 27 28 Ill/ /Ill /Ill /Ill /Ill /Ill /Ill Ill/ Ill! /Ill /Ill 1. The above recitations are true and correct. 2. The request for financial assistance is consistent with the goals and objectives of the City of Carlsbad's Housing Element, Consolidated Plan, and the Carlsbad General Plan. 3. The request for financial assistance will assist the affordable housing developer to construct a total of 50, studio, one, two and three bedroom affordable family apartment homes for homeless veterans and lower income veterans and their families on two separate sites within the Northwest Quadrant of the City of Carlsbad which will be affordable to households ranging from 30% to 60% of area median income for San Diego County. The project, therefore, has the ability to effectively serve the City's housing needs and priorities as expressed in the Housing Element and the Consolidated Plan, and to meet the housing and service needs of the special needs population of homeless veterans and lower income veterans and their families. 4. That based on the information provided within the Housing Commission Staff Report and testimony presented during the public meeting of the Housing Commission on July 14, 2016, the Housing Commission hereby ADOPTS Resolution No. 2016-03, recommending APPROVAL to the City Council to provide up $4,250,000 in financial cash assistance from the Carlsbad Housing Trust Fund to Affirmed Housing Corporation for the construction of fifty (50) affordable apartment homes on two separate sites within the Northwest Quadrant of the City of Carlsbad, and within the historic Village and Barrio neighborhoods, for homeless veterans and lower income veterans and their families. /Ill 2 3 4 5 6 5. That the Housing Commission recommends that the City Manager or his or her designee be authorized by the Ci ty Council to prepare and execute all documents related to provision of the City assistance, including but not limited to a Financial Assistance Loan Agreement, Note, Deed of Trust and Regulatory Agreement, subj ect to review and approval by the City Attorney. 7 PASSED, APPROVED, AND ADOPTED at a meeting of the Housi ng Commi ssion of 8 the City of Carlsbad, California, held on the 14111 of July, 20 16, by the following vote, to wit: 9 10 II 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 AYES: CARRILLO, EVANS, IGOE AND NEWMAN NOES : NONE ABSENT: WILLI AMS ABSTAIN: NONE SUSAN IGOE, CHAI ERSON CARLSBAD HOUSING COMMISSION DEBBIE FOUNTAIN, HOUSING AND NEIGHBORHOOD SERVICES DIRECTOR
