HomeMy WebLinkAbout1955-12-01; Municipal Water District; Resolution 19RESOLUTION NO. 19 c RESOUJTION OF THE BOARD OF DIRECTORS OF THE CARLSRAD MUNICIPAL WATER DISTRICT REQUESTING THE UblITED STATES ARMY CORPS OF ENGINEERS AND THE WATER RESOURCES BOARD OF THE STAm OF CALIFORNU TO INITIATE AND CONSTRUCT AND GO% PLETE A FLOOD CONTROL DAM ON THE SAN LUIS REP RIVER AT THE BONSALL NARR[swS, WKEREBS, the inhabitants and land owners living and Owning lard within the Carlsbad Municipal Water District obtain their primary water apply from the Mission basin which basin is fed and maintained by the San Luis Rey River, an intermittent stream; cuyi I_ WHEFUUS the said Mission basin has from time to time been subjected to destructive floods with the result that from time to time substantial quantities of water have passed over said basin and been discharged into the Pacific Ocean resulting in said waters being lost and wasted; and WHEREAS stdies have from time to time been made by the political sub divisions, agencies and representatives of the State of California, and others, idiciating that it would be economically aKi feasibly possible to erect a dam in the San Luis Rey River water shed at the Bonsall Narrows whereby the inte- mittent flood waters of the said river could be retarded and released into the Bonsall and Mission Basins at a rate which would protect the agricultural and commercial and domestic developments in the Mission Basin from destructive floods and allow substantial quantities of said flood waters to be spread into the Bonsall and Mission Basins with the result that they would be conserved and not wasted and could be used to the benefit of the inhabitants of the Carlsbad Municipal Water astrict; and .-L WHlEREgS it is necessary that a resurvey of the San Luis Rey aver and 1 Bonsalldamsite be made fo$ bhe purpose of determining the feasibility of ac- quiring said damsite and constructing said dam; NW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carla- bad bbicipal Water District that the said District respectfully petitions and urges the Corps of hgineers of the United States Army, the Water Resources Board of the State of California, United States Senators William F. Knowland and Thaaaas H. Kuchel, Congressmen James B. Utt, California State Senator Fred H. Kraft, and California Assemblyman Sheridan Hegland, to do any and all things in their power to take any steps necessary to initiate and encourage such resurvey, and if said resurvey confirms the previous studies that such a project is feasible to take any and all steps and do any and all acts necessary to acquire said dan+ site and construct and erect said dam at Bonsall Narrows.
