RESOLUTION OF THE CARLSBAD MUNICIPAL WATER DISTRICT OPPOSING CHANGES IN LEGISLATURE RELATIVE TO EXTENSION OF JURISDICTION OF THE DISTRICTS SECURITY COMMISSION OVER WATER DISTRIBUTION AGENCIES ORGANIZED UNDER THE STATUTES OF THE STATE OF CALIFORNIA
WHEREAS, it has come to the attention of Carlsbad Municipal
Water District that it has been proposed that the jurisdiction of the
Districts Security Commission be extended to municipal water districts
and other water districts organized under the laws of the State of
California, and
WHEREAS, it does not appear that the extension of said
jurisdiction would aid municipal water districts in the sale of their
securities or help them obtain a better interest rate, and that no sub-
stantial benefits can accrue from any legislation that would extend the
jurisdiction of said Commission to municipal water districts, county
water districts and other agencies engaged in the production and distri-
bution of water, and
WHEREAS, the extension of the jurisdiction of said Commission
to municipal water districts would result in increased costs of finance
and delays that in some instances would result in not being able to take
advantage of the best market for the sale of securities,
NOW, THEREFORE, the Carlsbad Municipal Water District
opposes anylegislation that would subject municipal water districts to
the jurisdiction of the Districts Security Commission, and instructs
their representatives to take such steps as are necessary to insure that
legislation is not passed subjecting municipal water districts to the
jurisdiction of the Districts Security Commission, and
BE IT FURTHER RESOLVED, that a copy of this resolution
be forwarded to Robert T. Durbrow as Executive Secretary of the
Irrigation Districts Association of California, and to the Secretary of

the Municipal Water Districts Section, and the County Water Districts
Section of said association; the San Diego County Water Authority,
Metropolitan Water District of Southern California and the members
of the State Legislature from San Diego County.
