RESOLUTION OF THE BMRD OF DIRECTORS OF CARLSBAD
MUNICIPAL WATER DISTRICT ACKNOWLEDGING THE OUT-
STANDING SERVICES RENDERED TO THE CARLSBAD MUNI-
CIPAL WAT33R DISTRICT BY BILLY C. FRY, DECEASED
WHEREAS, BILLY C. FRY, the duly elected director of the Board of
Directors of Carlsbad Municipal ’Water District from Division Four passed
away on December 9, 1958; and
WHEREAS, BILLY C. FRY has served as a director of the Board of
Directors of Carlsbad Municipal Water District since the formation of the
District on March 22, 1954; and
WHEREAS, BILLY C. FRY served as President of the Board of Directo
of Carlsbad Municipal Water District from March 24, 1954 until his recent
illness; and
WmREAS, as President of the Board of Directors of the Carlsbad
Municipal Water District BILLY C. FRY spearheaded the planning, bond
election program and construction program which resulted in the Carlsbad
Municipal Water District completing a main transmission water system to
secure Colorado River water for the inhabitants of Carlsbad Municipal Water
District and insure to the district and its inhabitants a guaranteed source of
water; and
WHEREAS, under the leadership of BILLY C. FRY the Carlsbad Muni-
cipal -Water District has insured the future growth and prosperity of this area
by developing a guaranteed source of water; and
WHEREAS, as President of the Board of Directors of Carlsbad Mmici-
pal Water District BILLY C. FRY has performed an outstanding community
service; and
WErHEREAS, The Board of Directors of Carlsbad Municipal ‘Water Distril
desire to recognize the outstanding leadership, diligence to duties and contri-
bution of BILLY C. FRY to establishing the Carlsbad Municipal Nater District
operation as it exists today.

NOW THEREFORE BE IT RESOLVED BY TNE BWRD OF DIRECTORS
OF CARLSBAD MUNICIPAL WATER DISTRICT A5 FOLLOWS:
1. That as a member of the Board of Directors of Carlsbad Municipal
Water District and as President of said Board BILLY C. FRY performed an
outstanding service to his community.
2. That the leadership, spirit of devotion to community projects,
untiring efforts, devotion to duty and friendship of BILLY C. FRY will be
greatly missed by Board of Directors of Carlsbad Municipal Water District
and the people that they serve.

PASSED, APPROVED AND ADOPTED by the Board of Directors of
