-1 RESOLUTION OF THE BOARD QF DIRECTORS OF CARLSBAD MUNICIPAL
WATER DISTRICT ESTABLISHING RULES AND REGULATIONS FOR BILLING
PROCEDURE AND PAYMENT SCHEDULE OF WATER BILLS COVERING
WATER, SOLD, DISTRIBUTED AND DELIVERED BY CARLSBAD MSJNICPAL
WATER DISTRICT.
WHEREAS, Ordinance No. 10, as amended, of the Carlsbad Municipal
Water District provides in Section 18 that the Board of Directors of the District
may establish such additional rules and regulations as may be necessary to imple-
ment the provisions of said Ordinance; and
WHEREAS, due to the growth of retail consumers in the District who
are using large quantities of water monthly for irrigation purposes the present
meter reading system is inadequate for the best interests of the District; and
WHEREAS, Section 8 of said Ordinance 10 provides that all meters shall
be read at such times as, from time to time, may be prescribed by the District;
and
WHEFLEAS, the Board of Directors deems that it is to the best interests
of the District to adopt rules and regulations to identify periods of meter reading
to provide an efficient system of billing for retail water consumers.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF CARLSBAD MUNICIPAL WATER DISTRICT AS FOLLOWS:
1. That the following rules and regulations are hereby approved, adopted
and added to the existing rules and regulations pertaining to Ordinance No. 10.
4. BILLING AND PAYMENT PF0CEDUR;E.
a. That all meters shall be read every fifteen ,{I51 days
and the billing period shall be for a fifteen ,(151 day
period.
That all charges for water delivered shall be due and
payable at the office of the District fifteen (15) days
after billing.

That the date of billing shall be the date that the
statement for water charges is deposited in the
United States mail, postage prepaid.
That all water charges not paid within fifteen (15)
days after billing shall become delinquent and a
penalty of ten per cent (10%) shall be added to the
unpaid water charges.
That the District shall have the right to discontinue
service to any consumer whose account is delinquent.
Any water service which is discontinued by the Dis-
trict because of a delinquent account shall be recon-
nected only after the payment of all delinquent water
charges, including penalties thereon, and a reconnec-
tion charge which shall be equal to the actual cost of
such reconnection or the sum of $10.00, whichever is
the greater.
2. The above rules and regulations shall become effective as of this
date.
