CARLSBAD MJNICIPAL WATER DISTRICT OPPOSING THE PROPOSED UGISLATION CREATING THE SAN DIEGO
COUNTP FLOOD CONTROL DISTRICT.
WHEREAS, there has been heretofore presented to the Board of Supervisors
of the County of San Diego, a report recommending the enactment of legislation
forming the county+ide San Mego County Flood Control District; and
WFEAS, the Board of Mrectors of Carlsbad Municipal Water District is
familiar with and has reviewed said propasal and said proposed statute, and
is of the opinion that said statute as presently drafted does not preserve adequate
local control; and
WHEFEAS, this District is opposed to the creation and imposition of
additional taxing districts overlying its lands without the vote of its residents
and taxpayers; and
NOW THEREFORE, BE IT RESOLVED by the Board of Directors of CarlsStld
Mmicipal Water District that said District be placed on record with regard to said
proposed San Mego County Flood Control District Act as follows:

1, We recommend that the organizational pattern of the proposed county- I
wide flood control district be restudied with a view to creating a federated form
of district retaining full local control, generally on the pattern of San Diego
County Water Authority and its local member agencies.
2, That any act creating a flood control district or districts for San
Mego County contain provision for prior approval of such district by vote of the
people in the area affected before formation of such district.
3, That no legislation involving the incorporation of land within the
Carlsbad Municipal Water District in a flood control district be submitted by the
Board of Supervisors to the California Legislature at its 1963 Session.
4. That this District will oppose any legislation at this Session of the
California Legislature which would involve the campulsory inclusion of Carlsbad
Municipal Water Mstrict within a county-wide San Diego County Flood Control District. c
