A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT
SUPPORTING SB 1178 TO AUTHORIZE MEMBER-
SHIP OF LOCAL AGENCY FORMATION COMMISSIONS
FOR REPRESENTATIVES OF SPECIAL DISTRICTS
WHEREAS, SB 1178 would authorize membership on
local agency formation commissions for representatives
of special districts; and
WHEREAS, special districts have been formed by
the voters and taxpayers in the State of California,
under statutory law, for the purpose of providing a
special benefit to the area of the special district;
and
WHEREAS, special districts in the State of California
have supplied to areas water, sewerage and other special
services, which were not being supplied by the then exist-
ing municipalities; and
WHEREAS, special districts have made substantial
investments in permanent improvements with the vote and
consent of the voters and taxpayers of said special dis-
tricts; and
WHEREAS, the basic goal of the Local Agency Forma-
tion Commission is to encourage orderly formation and
development of local governmental agencies based upon
local conditions and circumstances; and
WHEREAS, such orderly development demands that the
interests of all local governmental agencies and special
districts be considered to provide for the present and
future needs of each area; and
WHEREAS, the Board of Directors deems it to the
best interests of CARLSBAD MUNICIPAL WATER DISTRICT and

the taxpayers and voters of the said District to support
SB 1178.
NOW, THEREFORE, THE BOARD OF DIRECTORS OF CARLSBAD
MUNICIPAL
FOLLOWS :

WATER DISTRICT DOES HEREBY RESOLVE AND ORDER AS
That Board of Directors of CARLSBAD MUNICIPAL
WATER DISTRICT does hereby support the adoption
of SB 1178 and urge all members of the State
Legislature to support the adoption of SB 1178.
That the Secretary of CARLSBAD MUNICIPAL WATER
DISTRICT and of the Board of Directors thereof
is authorized and directed to forward certified
copies of this resolution to Senator James Mills,
Assemblyman Wadie Deddeh, and to all members of
State Legislature from San Diego County.
ADOPTED, SIGNED AND APPROVED this 18th day of June,
1969.

Directors of CARLSBAD MUNICIPAL WATER DISTRICT, DO HEREBY
CERTIFY that the foregoing resolution was duly adopted by
the Board of Directors of said District at a regular meeting
of said Board held on the 18th day of June, 1969, and that
it was so adopted by the following vote:
AYES : Directors: Carmichael, Kelly, McLeod,
Maerkle and Palmer.
NOES : Directors: None.
ABSENT: Directors: None.
