HomeMy WebLinkAbout1972-09-20; Municipal Water District; Resolution 289RESOLUTION NO. 289 . .- RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT REQUESTING SAN DIEGO COUNTY WATER AUTHORITY TO SECURE ADDITIONAL WATER STORAGE FACILITIES IN NORTH SAN DIEGO COUNTY. WHEREAS, a recent heat wave in the month of August, 1972, caused such a demand for water that, to supply the needs of the inhabitants of San Diego County, it was necessary to utilize the maximum flow of all four transmission lines bring- ing water to San Diego County, the use of additional water in storage by the City of San Diego in excess of 10,000 acre feet and the use of an additional unknown amount of storage water by other smaller local water agencies in San Diego County; and WHEREAS, the steady increase in population demands - that additional water storage be created in the North San Diego County; and WHEREAS, new demands for environmental beauty in planned community developments are requiring large green belts and parks, requiring more water than was previously used on crop irrigation in the same area; and WHEREAS, the increase in residential housing and com- mercial use are requiring and using land within the San Diego County Water Authority not previously used for agriculture and not previously using water; and WHEREAS, new advances in household appliances and per- sonal living standards are requiring and causing a steady increase - in the per capita use of water; and WHEREAS, San Diego County Water Authority has long advocated that local water agencies in San Diego County develop their own storage for summer peak demands and other emergencies; -1- and WHEREAS, certain local water agencies have ignored this advice and have, in effect, used the transmission lines of the San Diego County Water Authority for water storage during peak demand periods; and .- WHEREAS, such activity places an additional tax burden upon the inhabitants of other local water agencies who have provided storage for their individual local water agency; and WHEREAS, it would be more economical to build addi- tional water storage than to build additional transmission lines into the County before it is really needed; and WHEREAS, the proposed desalination facility at the San Diego Gas & Electric Company plant will need a storage re- servoir to mix the distilled water of said facility with Colorado River water. NOW, THEREFORE, THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT DOES HEREBY RESOLVE AS FOLLOWS: 1. That it is hereby requested that the San Diego County Water Authority take steps to secure additional water storage in the North San Diego County for the following reasons: A. Additional storage is most needed in North San Diego County. B. Development by San Diego County Water Authority will allow the spreading of the costs of such additional storage over the entire San Diego County Water Authority area on a fair and equitable basis. C. Any new storage is beneficial to all of the local water agencies in the San Diego County Water Authority and all of the .- .- I_ inhabitants of San Diego County Water Authority in time of emergency, as it makes available more water in the trans- mission lines and delays more costly construction of transmission lines. D. As the population grows and coastal San Diego County becomes virtually one large city, with one very large water problem, it is logical for San Diego County Water Authority to have control of most of the storage facilities and all of the new storage reservoirs and transmission mains. E. Control of additional storage facilities could reduce the size of additional trans- mission lines of San Diego County Water Authority, to supply the water needs of the inhabitants of San Diego County Water Authority. 2. That the San Diego County Water Authority should consider a higher sales price for water to local water agencies that have no water storage for emergencies or peak demand periods, so that there will not be an advantage in delaying the development of local water storage and using the transmission lines of the San Diego County Water Authority for storage.
