HomeMy WebLinkAbout1974-12-04; Municipal Water District; Resolution 328RESOLUTION NO. 328 A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT ORDERING THE DETACHMENT OF CERTAIN TERRITORY DESIGNATED GRaNVILLE PARK DETACH- MENT FROM THE CARLSBAD MUNICIPAL WATER DISTRICT PURSUANT TO SECTION 56322 OF THE GOVERNMENT CODE OF THE STATE OF CALIFORNIA. (GR24NVILLE PARK DETACHMENT) THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT DOES HEREBY RESOLVE AND ORDER AS FOLLOWS: 1. The following facts are hereby found and determined to be true: (a) The proceedings were initiated by the Board of Directors of the Carlsbad Municipal Water District pursuant to Section 56310 of the Govern- ment Code of the State of California. (b) The Carlsbad Municipal Water District com- menced the preliminary proceedings for the detach- ment of the territory described herein by filing with the Local Agency Formation Commission of the County of San Diego, Resolution No. 278, adopted April 19, 1972. (c) The territory described in said Resolution No. 278 is the territory hereinafter described in this Resolution. (d) The distinctive short form designation as- signed by the Local Agency Formation Commission of the County of San Diego is "ARMY-NAVY DETACHMENT", and the distinctive short form designation assigned by the Board of Directors of Carlsbad Municipal Water District is "GRANVILLE PARK DETACHMENT". A description of the exterior boundaries of the ter- ritory proposed to be detached is attached hereto -1- as Exhibit "A" and made a part hereof. (e) The Local Agency Formation Commission of the County of San Diego has approved the pro- posed detachment by their Resolution adopted October 1, 1973, Ref: CO(W) 73-119. (f) The territory proposed to be detached is uninhabited. (9) All of the owners of the land within the territory proposed to be detached have given their written consent to such detachment. (h) The reasons for the proposed detach- ment are : (1) That the land is currently within the boundaries of the City of Oceanside and can be best served with water from the City of Oceanside. (2) The detachment from said land will be for the best interests of the District. (3) The detachment of said land will be for the best interests of the land and the owners thereof. (i) The terms and conditions of the proposed detachment are : (1) The payment of all costs of said detachment, including, but not limited to, any advertising costs, en- gineering fees and attorney's fees, by the owners of the land within the ter- ritory proposed to be detached. (j) That the proceedings had for the said de- -2- tachment were genuine and sufficient and in all respects complied with the District Reorganization Act of 1965, beginning with Section 56000 of the Government Code of the State of California. 2, The Board of Directors of the Carlsbad Municipal Water District does hereby order the detachment described in Exhibit "A" attached hereto, from the Carlsbad Municipal Water District, subject to the following terms and conditions: of the territory (a) The payment of all costs of said de- tachment, including, but not limited to, any advertising costs, engineering fees and at- torney's fees, by the owners of the land with- in the territory. 3, The boundaries of the territory so detached from Carlsbad Municipal Water District are more particularly described as set forth in Exhibit "A" attached hereto and made a part of this Resolution. 4. This Resolution is being adopted pursuant to Section 56322 of the Government Code of the State of California and pur- suant to the Resolution adopted by the Local Agency Formation Commission of San Diego County by their Resolution adopted October 1, 1973, Ref: CO(W) 73-119, 5. This Resolution is being adopted without notice and hearing or without an election pursuant to Section 56322 of the Government Code of the State of California. 6. The Secretary of the Carlsbad Municipal Water District is hereby authorized and directea to: - (a) Comply with the provisions of Chapter 8. Division 1 of the Government Code of the State of California, commencing with Section 56450 -3- - I 1974. through 56457, inclusive. (b) Transmit to and file with the County Assessor of the County of San Diego and the Board of Equalization of the State of California certified copies of this Resolution and descrip- tion of the boundaries of the territory so de- tached from the Carlsbad Municipal Water District and a map depicting said boundaries, in compli- ance with Sections 54900, et seq. of the Govern- ment Code of the State of California. None Directors: Mac Leo d h @? kAW Secretary of Carlsbad Municipal Water District and of the Board of Directors thereof. -5- WATER SYSTEMS OPERATOR, TRAINEE -..2 , I' -7 Job Description: This is a semi-skilled class with duties involving water works property, maintenance, repair and minor construction activities, reading and repairing meters, and performance related duties as required. Duties are performed under direct supervision. TvDical Tasks: Perform general operations maintenance tasks for operation of water system, daily inspection of pumping stations, chlorination stations, valve stations, and other such facilities. Read and repair water meters and services. Maintenance, repair and minor construction of meter vaults and stations, pressure reducing stations, District buildings and appurtenances. Prepare and paint wood, steel or concrete vaults or struc- tures by the use of brush, roller or spray. Prepare and paint piping, fixtures and appurtenances of the District facilities. Do minor electrical and/or plumbing repairs and installa- tions under direct supervision. Under direction and supervision of Superintendent, perform operational duties, control water works facilities. Must have a valid California Drivers License. Must pass physical examination. Beginning Salary: $ 566.00 a month. -_ WATER METER READER TRAINEE Definition Under general supervision, to read and record readings of water meters: to make field repairs to meters; and to do related work as required. Examples of Duties Follows a schedule or designated route and reads consumer water meters and records readings ; subtracts previous readings from present reading to arrive at period of con- sumption; notes readings which appear excessively low or high and reports needed for meter tests or repairs; as appropriate repairs meters in the field; replaces broken meter face glass; cleans dirty meter glass or dials; cleans brush, vines, or dirt away from water meter boxes; as assigned, assists in making emergency repairs to water mains. EmDlovment Standards Education and Experience - Any cambination equivalent to the completion of high school and one year of experience in meeting and dealing with the public. Knowledges and Abilities - Ability to read gauges and record the figures accurately; ability to make simple computations; abilitv to establish and maintain effective relationships with others. Must have a valid California Drivers License. Must pass physical examination. Beginning Salary: $ 566.00 amonth STENO-CLE RK Definition This is a general clerical class with duties involving moderately difficult clerical skills in the performance of work related to the function to which assigned and other work as required. Duties are performed under super- vision. Examples of Duties 1. Prepares and types routine correspondence and other materials. 2. Sorts and files materials and maintains filing systems; looks up information and materials in files, records information, and notes final dispositions. 3. Makes routine postinqs to various records according to standard procedures ; makes arithmetic calculations. 4. Operates standard office equipment, and 3-M Copying machine. 5. May serve as relief Switchboard Operator Receptionist. Any combination of training and experience equivalent to graduation from high school, supplemented by courses in stenography, typing, and office practices, and one year of general office experience. Special requirements: Ability to type at a speed of 50 net words per minute and experience in filing and records management. Beginning Salary: $ 533.00 a month. .. UTI LIT IES TECHNICIAN Definition This is a semi-skilled and skilled class in the water series with duties involvinq the mainten- ance, repair, and minor construction services, meter installations, and customer relations, and performing related work as required. Duties are performed under supervision of the General Superintendent. Examples of Duties 1. Installs, reads and repairs water meters, and water meter boxes. 2. Maintains work orders, meter maintenance records, meter repair histories, and running inventory of all supplies. 3. Locates water mains and laterals from blueprints. 4. Call on customers (customer relations) for possible collections of overdue accounts - explanation of Ordinances and Policies regarding fees and billing procedures. 5. Answer customer complaints regarding water service, etc. Education and Experience - Any combination equiva- lent to completion of the tenth grade and three years of general maintenance and construction work including some experience in utility operations. Knowledge and Abilities - Knowledge of the materials, esuipment, tools and techniques of water works maintenance and construction; knowledge of mechani- cal devices used in water systems; knowledge of Ordinances and/or Resolutions that relate to water service i.e., meter installations, use, charges, etc.; ability to perform a variety of skilled and semi-skilled tasks; ability to follow written and oral directions; ability to maintain records; ability to work cooperatively with others. Beginning Salary $ 705.00 a month.
