HomeMy WebLinkAbout1978-04-05; Municipal Water District; Resolution 371RESOLUTION NO. 371 A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT SUPPORTING SUNDESERT NUCLEAR POWER PROJECT WHEREAS, it appears, from all reliable predictions, that there is a critical need to develop reliable sources of energy in the near future in order to meet known energy needs; and WHEREAS, the continued delivery of water to customers of CARLSBAD MUNICIPAL WATER DISTRICT is dependent upon the availability of adequate energy; and WHEREAS, the SAN DIEGO GAS & ELECTRIC COMPANY is the sole source of supply of energy to CARLSBAD MUNICIPAL WATER DISTRICT for its water system for the customers of CARLSBAD MUNICIPAL WATER DISTRICT; and WHEREAS, SAN DIEGO GAS & ELECTRIC COMPANY has invested more than fifty-eight million dollars in connection with in- vestigating, studying and developing the Sundesert Nuclear Power Project which is to be located on a desert site near the California-Arizona border, fifteen miles southwest of Blythe, California; and WHEREAS, the Sundesert plant will consist of two nuc- lear units with an electric rating of about 950 MW each, and it is planned that the first will become operative in 1984 and the second in 1986; and WHEREAS, many governmental agencies are charged with the responsibility to review and approve important aspects of the plant such as its location, the effect on the environ- ment, the safety of its construction features, its financial feasibility, and the effect on water supply and its quality; and WHEREAS, other water agencies directly affected by constructing said plant, such as the METROPOLITAN WATER DIS- TRICT OF SOUTHERN CALIFORNIA and SAN DIEGO COUNTY WATER AUTHORITY,have endorsed construction thereof; and WHEREAS, the people deserve that those responsible for planning the development and construction of the vast projects required to provide adequate energy and water sup- plies for both today and tomorrow must do so with the fore- sight necessary to avoid the personal and economic distress that will result from poor planning, inadequate supplies and acute shortages; and WHEREAS, it appears that the SAN DIEGO GAS & ELECTRIC COMPANY is attempting to meet its responsibilities by re- questing all requisite governmental approvals so that the Sundesert Nuclear Project may be constructed; and WHEREAS, it appears that the best interests of the CARLSBAD MUNICIPAL WATER DISTRICT and all of the people de- pendent upon it for their water supply will be served if the Sundesert Nuclear Project is constructed; NOW, THEREFORE, THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT DOES HEREBY RESOLVE AND ORDER AS FOLLOWS : 1. The Board of Directors of CARLSBAD MUNICIPAL WATER DISTRICT hereby approves and endorses the efforts of the SAN DIEGO GAS & ELECTRIC COMPANY to construct the Sundesert Nuc- lear Power Project and further hereby encourages all govern- mental agencies which have responsibility to review and ap- prove said project to move with all reasonable dispatch. 2. The Secretary is authorized to disseminate this -2- ! action to appropriate authorities. ADOPTED, SIGNED AND APPROVED this 5th day of April, 1978. &( DONALD A.
