HomeMy WebLinkAbout1979-08-15; Municipal Water District; Resolution 388RESOLUTION NO. 388 RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT ESTABLISHING ADDITIONAL PERSONNEL POSITIONS AND IDENTIFYING DUTIES AND EMPLOYMENT STANDARDS WHEREAS, the Board of Directors of CARLSBAD MUNICIPAL WATER DISTRICT deems it to the best interest of CARLSBAD MUNICI- PAL WATER DISTRICT to establish additional personnel positions for the more efficient operation of the CARLSBAD MUNICIPAL WATER DISTRICT. NOW, THEREFORE, THE BOARD OF DIRECTORS OF CARLSBAD MUNI- CIPAL WATER DISTRICT DOES HEREBY RESOLVE AND ORDER AS FOLLOWS: 1. The following additional personnel positions for CARLSBAD MUNICIPAL WATER DISTRICT are established: (a) OFFICE MANAGER/ASSISTANT TO THE GENERAL MANAGER (b) SUPERINTENDENT OF OPERATIONS 2. The job descriptions, duties and employment standards are set forth in the attached exhibits, incorporated herein by reference. ADOPTED, SIGNED AND APPROVED this 15th day of August, 1979. e. BONAS, Secretary of the Board of Direc- tors of CARLSBAD MUNICIPAL WATER DISTRICT, DO HEREBY CERTIFY Ii! that the foregoing Resolution was duly adopted by the Board of Directors of CARLSBAD MUNICIPAL WATER DISTRICT at a regular meeting of said Board held on the 15th day of August, 1979, and that it was so adopted by the following vote: AYES : Directors: BONAS, ENGELMANN, KELLY, MacLEOD, MAERKLE NOES : Directors: None ABSENT : Directors: None ABSTAIN: Directors: None WATERuDISTRICT and of the Board of Directors thereof. -2- CARLSBAD MUNICIPAL WATER DISTRICT PERSONNEL CLASSIFICATION OF OFFICE MANAGER / ASSISTANT TO THE GENERAL MANAGER g. f - DEFINITION: Under direction of the General Manager plans and coordinates the activities of the District's administrative personnel and work, assists the general public in admin- istrative affairs, makes studies and reports; assists the General Manager as required, and perforiiis ,specific tasks as assigned by the General Manager. GENERAL DESCRIPTION OF DUTIES: I. ADMINISTRATIVE FUNCTION: a. Plans, coordinates and directs District's service functions; supervises purchasi ng of equi pnient and suppl i es , oversees Cus tonier Service Section. Reviews fiscal recordkeeping and fund conditions, devises new procedures and forms, handles contacts with the public, participates in meetings and discussions concerning organizational matters. b. Evaluates and advises on personnel practices and maintains complete personnel records; acts as an authoritative source of information for both employees and the general public. - r" I I. l Li ACCOUNTING FUNCTIONS : a. Administers and maintains the District's general accounting system and supervises the operations of the accounting and secretarial offices; prepares monthly reports on water production, agricultural usage, water sales by Improvement Districts, and water 'loss statistics. b. Assists with the preparation of annual budget and tax rate data and maintains budget control accounts on all revenues and expenditures of the District; directs the preparation of various financial and management reports. c. Analyzes and interprets statistical data and records, makes studies, reports and recommendations as directed by the General Manager. I I I. OTHER FUNCTIONS: a. Assists the District Treasurer in the investment program of inactive District funds through 1 iaison with Banking Institution. '' b. Works with District Auditor for the continuing servicing of accounting program and assists with the preparation of the final audit. c. Maintains detailed records on District's insurance program and evaluates all policies on a regular basis to insure that all coverage requireiiients are met. Y CARLSBAD MUNICIPAL WATER DISTRICT r DEFINITION: PERSONNEL CLASSIFICATION OF SUPERINTENDENT OF OPERATIONS An Operations position under the direction of the General Manager, to plan and cwrdinate the activities of the Operations, Construction and Maintenance of the District and other duties as assigned by the General Manager. GENERAL DESCRIPTION OF DUTIES: 1. Piins, directs and coordinates the oepration, maintenance and repair of the water distribution system, including meters and other appurtenances. 2. Inspects work in progress and assists in planning for future construction and operational needs within the distribution system. 3. Provides overall supervision and control for complete operating records 4. for the distribution system. Keeps flow data, treatment records, meter and niaintenarice records for waterworks facilities as well as other equipment and vehicles. 5. Provides direct supervision and training on operation, maintenance and safety. Assigns and rates the work of subordinate personnel. 6. 7. Coordinates and supervises minor construction and re-construction. Provides work reports, work orders, purchase orders and budget requests. c, 8. \/ill be responsible for proper bacteriological and water quality samples and tests.
