RESOLUTION OF THE BOARD OF DIRECTORS OF
COSTA REAL MUNICIPAL WATER DISTRICT
IN SUPPORT OF PROPOSITION 8
WHEREAS, the State Water Project furnishes water to more
than thirteen million people in the San Francisco Bay area and
Southern California, and to hundreds of thousands of acres of agri-
cultural land in the San Joaquin Valley; and
WHEREAS, the State Water Project will be the largest single
source of water supply for Southern California after the Central
Arizona Project is completed and that State takes delivery of the
Colorado River water which Southern California is presently using
but to which Arizona is entitled; and
WHEREAS, without the proposed Peripheral Canal and addi-
tional water development, conservation, reclamation, and groundwater
management programs specified in recently enacted Senate Bill 200,
the State Water Project will not be able to furnish sufficient water
to meet the needs of either Southern California or the other regions
of the State served by the Project; and
WHEREAS, without the Peripheral Canal, the Delta area's
fishery resources, its recreational potential, and its ability to
maintain a quality of water necessary to meet its own agricultural,
domestic, and industrial needs will degrade; and
WHEREAS, long-standing controversy over protection of the
Sacramento-San Joaquin Delta has delayed construction of the Peri-
pheral Canal; and

WHEREAS, the Legislature approved ACA 90 which has been
designated Proposition 8 on the November 1980 State ballot; and
WHEREAS, the primary purpose of Proposition 8 is to
strengthen Delta protection by adding to the State Constitution the
Delta protection Act and the Delta protection provisions in SB 200;
and
WHEREAS, the provision in Proposition 8 that reemphasizes
California's intention to maintain State control of its wild and
scenic North-Coast rivers by increasing the present restriction on
export of water from these rivers from a majority to a two-thirds
vote of the California Legislature would continue to allow the State
the option of developing these waters for export if and when such
development is proven essential to the well-being of Californians.
NOW, THEREFORE, THE BOARD OF DIRECTORS OF COSTA REAL MUNIC-
IPAL WATER DISTRICT DOES HEREBY RESOLVE AS FOLLOWS:
1. The Board of Directors of COSTA REAL MUNICIPAL WATER
DISTRICT does express its unanimous support of Proposition 8.
2. The Board of Directors of COSTA REAL MUNICIPAL WATER
DISTRICT requests all voters of COSTA REAL MUNICIPAL WATER DISTRICT
to vote for and support Proposition 8.
