RESOLUTION OF THE BOARD OF DIRECTORS OF
COSTA REAL MUNICIPAL WATER DISTRICT MAKING APPLICATION FOR THE ANNEXATION OF TERRITORY TO COSTA REAL MUNICIPAL WATER DISTRICT
LA COSTA HI RESERVOIR ANNEXATION
WHEREAS, the Board of Directors of Costa Real Municipal
Water District desires to initiate proceedings for the annexation to said District of the territory hereinafter described;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
Costa Real Municipal Water District as follows:
1. Application and a proposal is hereby made pursuant to Division 1, Title 6 of the California Government Code, known and
cited as the District Reoganization Act, commencing with Section 56000.
2. The nature of this proposed change of organization and the only district for which a change is proposed is the annexa- - tion of the hereinafter-described territory to Costa Real Munici-
, pal Water District.
3. The territory proposed to be annexed to Costa Real Municipal Water District is uninhabited. A description of the exterior boundaries of such territory is attached hereto, marked Exhibit "A" and by this reference made a part hereof.
4. The reasons for this proposal are that:
a. Costa Real Municipal Water District owns in fee the land proposed to be annexed;
b. The Board of Directors of Costa Real Municipal Water District desires that all real property owned by the District be located within its boundaries.
c. The proposal, if approved, will relieve said prop- erty from property tax requirements, which will benefit all recipients of District services.
5. The staff of Costa Real Municipal Water District ascer- tained that the proposed annexation will not have a significant
effect on the environment, and the staff submitted its recommen- dations to the Board of Directors that the proposed annexation be categorically exempt, pursuant to 515320 of the California Envi- ronmental Quality Act Guidelines, from the environmental impact

annexation be categorically exempt, pursuant to Si15320 of the California Environmental Quality Act Guidelines, from the environ-
menta1,impact review process because it consists of a change in the organization of a local governmental agency where the change does not change the geographical area in which previously-
existing powers are exercised. Since construction of water facilities on this site has already been approved, annexation
will not constitute an entitlement to use. The Board of Directors hereby approves the proposed annexation and orders that a Notice of Exemption be filed with the Clerk of San Diego County forthwith.
6. Costa Real Municipal Water District hereby requests
that: proceedings be taken for the foregoing change in organiza- tion; approval be granted without notice or hearing; the Board of Directors of Costa Real Municipal Water District be authorized
to annex the territory without notice or hearing and without an election.
7. The Secretary of Costa Real Municipal Water District is hereby authorized and directed to file a certified copy of this Resolution with the Executive Officer of the Local
Agency Formation Commission of the County of San Diego.

of May 1985, and that it was adopted by the following vote:
