HomeMy WebLinkAbout1986-01-15; Municipal Water District; Resolution 490RESOLUTION NO. 490 RESOLUTION OF THE BOARD OF DIRECTORS OF COSTA REAL MUNICIPAL WATER DISTRICT ESTABLISHING A POLICY FOR DETERMINING MANAGEMENT COMPENSATION WHEREAS, the Board of Directors of the Costa Real Municipal Water District finds that it is in the best interests of the District to establish a policy for determining compensation for management employees; and WHEREAS, the District has policy for establishing the compensation of other District employees; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of 7 the Costa Real Municipal Water District: 1. That Section 3.6 be added to the Administrative Code of the Costa Real Municipal Water District as provided in Exhibit 1 attached hereto. Unclassified Compensation. PURPOSE To establish an orderly and objective process for the setting of management salary ranges and the administration of unclassified salary increases. POLICY 1. The salary survey areas shall consist of the special district members of the San Diego County Water Authority. 2. Unclassified salary ranges shall be 30%. 3. Salary merit increases shall be no more than 5% per year, with the exception that any unclassified person who is below the bottom of his or her stated range may receive an annual merit increase of up to 10% based on evaluation of performance. 4. General cost of living adjustments granted to District classified employees shall be passed through to unclassified employees and shall be applied to the top and bottom of each range as they occur . 5. Merit increases will occur in January and general cost of living adjustment will occur as they are granted to the classified District employees, 6. Salary range adjustments shall be recommended annually by the General Manager for all unclassified employees based on the following criteria: A, A salary survey shall be conducted as described herein by no later than November 30, each year. Salary ranges as prescribed by the survey shall be presented to the Board for consideration and may become effective January 1, the following year. COSTA REAL MUNICIPAL WATER DISTRICT -. (continued POLICY (continued) 7. 8. 9. B. Where salary range data can be gathered from the surveyed members of the County Water Authority, the midpoints of each salary range shall be averaged. The resulting average shall become the midpoint of the District's salary range. The 30% range shall be completed by subtracting 15% from the midpoint for the beginning of the range, and adding 15% to the midpoint for the end of the range. C. The following positions shall be included in the salary survey: General Manager, Controller, District Engineer and Superintendent The General Manager shall determine.which positions included in the survey are comparable to unclassified positions within the District. When a District unclassified position has no comp- arable position in the salary survey, the General Manager shall analyze the responsibilities and duties of such position and shall recommend placement within the unclassified compensation plan. The General Manager may from time to time recommend range and salary adjustments for certain specific unclassified positions based on unforeseen events, changes in responsibilities, or market considerations. Salary increases for individual unclassified personnel effected by range adjustments will be governed by Section 3 of this policy. P STATE OF CALIFORNIA 1 COUNTY OF SAN DIEGO 1 ) ss. I, Fred W.
