HomeMy WebLinkAbout1986-07-09; Municipal Water District; Resolution 510RESOLUTION NO. 510 RESOLUTION OF THE BOARD OF DIRECTORS OF ADJUSTING THE SALARY TABLE; PROVIDING VISION INSURANCE TO DIRECTORS, THEIR DEPENDENTS AND DEPENDENTS OF EMPLOYEES; PROVIDING A HEALTH INSURANCE OPTION; AND CREATING AND ADDING A JOB DESCRIPTION FOR THE POSITION OF SENIOR INSPECTOR -7 COSTA REAL MUNICIPAL WATER DISTRICT WHEREAS, on June 4, 1986, the Board of Directors met with representatives of the District's employees, and WHEREAS, the Board adopted separate motions to become effective July 1, 1986, certain changes to salary tables, and health and vision insurance programs, and WHEREAS, it is in the best interest of the District to provide vision insurance to Directors, their dependents and the dependents of employees, and WHEREAS, it is appropriate to provide an option to Directors and employees for the acquisition of health insurance; and WHEREAS, at that same meeting, the Board adopted by motion an addition to District staff, and WHEREAS, the workload of the District warrants the addition of a Senior Inspector to the District staff; and WHEREAS, it is necessary to add Article 2, Sections 9, 10 and 11; amend Article 3, Section 1, Article 4, Section 4, Art'icle 5, Sections 11 and 30; and add a job description according to the Exhibits attached; 1 NOW THEREFORE, THE BOARD OF DIRECTORS OF THE COSTA REAL MUNICIPAL WATER DISTRICT DOES HEREBY DETERMINE AND RESOLVE that the Administrative Code is hereby amended in the attached exhibits. ORGANIZATION OF THE BOARD OF DIRECTORS. (continued) Sec. 2.9. Health Insurance. The District will provide each Director with a choice of ACWA-Blue Cross Prudent Buyer or Kaiser health insurance. The District will provide the ACWA policy at no cost to the Director, and will contribute an amount not to exceed the cost of the' ACWA policy toward the Kaiser program at the option of the Director. Sec. 2.10. Dental Insurance. The District will include each Director and his/her dependents in the dental program of the District. Each Director shall pay the premium for the program. Sec. 2.11. Eye Care Plan. The District will provide each Director and his/her dependents with an eye care plan. The plan will provide a reasonable amount of coverage at no cost to the Director. WORKING HOURS, EMPLOYEE BENEFITS (continued) Sec. 5.10. Work week, Payroll Period and Pay Day. The work week shall consisT-of forty (40) hours in any 7 day period as approved by the General Manager. .The payroll period shall be bi-weekly and shall contain two (2) work weeks. Payday shall be every other Thursday in payment of wages up to and including the previous Sunday. .. Sec. 5.11. -- Health Insurance and Life Insurance. The District will provide each full-time employee and his/her dependents with a choice of ACWA-Blue Cross Prudent Buyer or Kaiser health insurance. The District will provide the ACWA policy at no cost to the employee, and will contribute an amount not to exceed the cost of the ACWA policy toward the Kaiser program at the option of the employee. The District will provide each full-time employee a life insurance policy or group policy, as determined by the Board of Directors, which will provide a reasonable amount of,protection or coverage at no cost to the employee. Prior to being employed, a physical quesionnaire form shall be filled out. This will be followed by a physical examination, the cost to be paid by the District. An employee shall not be entitled to any benefits effective the day following the day that the status of employment is terminated. Employment is terminated as of the last day the employee performs work or a service for the District. The day of termination is not extended through the period of accumulated vacation or sick leave the employee is entitled to as of the date of termination. Sec. 5.12. Uniform and Dress Codes. The District will furnish each full-time field employee with a clean uniform each day. Employees are to wear the furnished uniforms during the normal District working hours. WORKING HOURS, EMPLOYEE BENEFITS (continued) Sec. 5.12. Uniform and Dress Codes. (continued) Employees are expected to keep themselves neat and clean insofar as is practical. All expense of laundering or cleaning of unif oms shall be borne by the District. See. 5.13. Safety Equipment. The District shall furnish all necessary or required tools and equipment to insure a safe area in which to work. Supervisory personnel are charged with the responsibility to see that no unsafe practices or conditions exist, and that all State laws in this regard are enforced. Violations of this provision will be a subject for discipline or discharge of the employee and/or any supervisor who has knowledge of the condition, practice or act. Safety footwear: The District shall provide all employees protective clothing, tools and other equipment necessary for the safe performance of job functions and duties without cost to the employee. District shall provide two pairs of steel-toed safety shoes annually to each field personnel. The District reserves the right to determine the acceptability of any such footwear. WORKING HOURS, EMPLOYEE BENEFITS (continued) Sec. 5.27. --- Lon9evityPay. ---- -- Each regular employee in the District service will be eligible for longevity allowance as follows: After five (5) years of service in the same classi- fication at E step, an employee shall be entitled to an additional allowance of 5% in addition to any other regular pay that he or she is entitled to. (The General Manager is excluded. 1 After an additional five (5) years an employee shall be entitled to an additional 2-1/28 in addition to any other regular pay that he or she is entitled to. Sec. 5.28. ---- Seniority. Seniority shall mean the status attained by length of continuous service with the District. Seniority shall be determined from the day of an employee's official appointment to District service. A probationary employee shall have no seniority until the employee has completed a probationary period. Upon the completion of a probationary period, the employee will acquire seniority from the date of hire. An employee transferred or promoted, shall accrue no seniority in the new position until completion of six (6) months in pay status in the new position. The employee's total seniority with the District will be credited. Any disagreement over the application of any method of applying seniority utilized by any department will be subject to the grievance procedure. Sec. 5.29. Dental Insurance. The District shall provide each full-time employee and his/her dependents with a dental plan as determined by the Board of Directors, which will provide a reasonable amount of protection or coverage at no cost to the employee . Temporary Assignment for Duties in a Higher Class. -- By approval of the General Manager, temporary advancement of a qualified employee assigned to perform the duties in a classification which is compensated at a pay rate higher than such employee's regular class may be granted. Upon such approval, the employee so assigned shall remain in their current class but shall be paid an additional 5% over and above their regular rate of pay. The assignment must be for more than four (4) work weeks with the effective date of the additional pay beginning with the fourth work week. When the employee returns to his/her normal duties, - their pay shall revert back to the pay scale prior to working out-of-class. , .-----.I -4 SENIOR INSPECTOR DEFINITION Under the general direction of the District Engineer to supervise and coordinate the inspection and other field activities related to the District's construction program, including assignment and direction-of other inspection personnel. - TYPICAL DUTIES Inspection of water system facilities to assure compliance with District plans, specifications and policies. Prepare progress pay estimates, change orders and other documentation related to the construction management of District projects. Prepare inspection reports on District projects, and review and approve the reports of subordinates. Compile and report information for the preparation of as- built plans. Review and make recommendations to the District Engineer and to subordinates for the solution of special construction problems and conditions. Schedule and arrange for construction surveys, soils and materials testing and other special services or materials. t.. ' Review, preliminary plans and shop drawings to avoid construction problems and conflicts. Conduct bacteriological and pressure tests of new facilities. Coordinate construction and inspection services in cooperation with City of Carlsbad staff having related duties . Perform other activities as required to implement the District's construction and inspection program. DESIRABLE QUALIFICATIONS Education: Must have a minumum water and/or engineering a high school diploma and have completed of two years of college with emphasis on related training. 1 -7 Page 2 Senior Inspector I -. -1 Experience: At least ten years experience in water system inspection and construction practice. Knowledge , A thorough understanding of methods, materials, Abilities, equipment and practices involved in water system and Skills: construction and operation. Complete familiarity with the State of California Construction Safety Orders. Knowledge of sub-professional work in interpreting construction plans and specifications. Ability to establish and maintain firm but eooperative relationships with constractors and other business associates contacted in the course of work. Ability to keep clear and concise records, prepare written reports and present oral communications. Licenses or AWWA Grade Two Operator's certificate is Certificates: desirable, but not mandatory. California Class I driver's license required.
