RESOLUTION OF THE BOARD OF DIRECTORS OF
COSTA REAL MUNICIPAL WATER DISTRICT RECOGNIZING AND COMMENDING THE OUTSTANDING
SERVICES OF WILLIAM C. MEADOWS TO COSTA REAL MUNICIPAL WATER DISTRICT
WHEREAS, WILLIAM C. MEADOWS served as the General
Manager of the COSTA REAL MUNICIPAL WATER DISTRICT for the period
of March 1, 1980 to September 1, 1986; and
WHEREAS, during his period of service, WILLIAM C.
MEADOWS diligently and faithfully performed his services,
provided the leadership necessary to inform the voters of the
merits of maintaining the District as an independent district
which resulted in the successful rejection of a subsidiary
district ballot measure, brought together City of Carlsbad and
District officials to create a Water Service Agreement which was
mutually beneficial to both agencies and brought to a conclusion
a decade of animosities and established a new direction for both
agencies in dealing with the important water issues facing the
City and District, led the District in its transition from
serving a principally rural customer base to serving the fastest
growing city in San Diego County, and throughout all the hard
times maintained a professionalism and courtesy that exemplified
the gentleman that he is;
NOW, THEREFORE, THE BOARD OF DIRECTORS OF COSTA REAL
MUNICIPAL WATER DISTRICT DOES HEREBY RESOLVE:
1. The outstanding services, loyalty, integrity and
direction of WILLIAM C. MEADOWS in his position as General
Manager of the COSTA REAL MUNICIPAL WATER DISTRICT have
established the District as a model of efficiency and
effectiveness in the water industry.
2. The outstanding services, loyalty, integrity and
direction of WILLIAM C. MEADOWS in his position as General
Manager of the COSTA REAL MUNICIPAL WATER DISTRICT are hereby
recognized and commended.
ADOPTED, SIGNED AND APPROVED this 6th day of August,
1986.
