RESOLUTION NO. 535
RESOLUTION OF THE BOARD OF DIRECTORS OF .
COSTA REAL MUNICIPAL WATER DISTRICT
RECOGNIZING AND COMMENDING THE OUTSTANDING
SERVICE OF ALLAN 0. KELLY TO
COSTA REAL MUNICIPAL WATER DISTRICT
WHEREAS, ALLAN 0. KELLY, patriarch of the Costa
Municipal Water District and last of the original direc
after having served faithfully from March 24, 1954 unti
retirement on January 5, 1987; and
WHEREAS, due to his vision and extraordinary
sense, ALLAN 0. KELLY saw the need for imported water to ins
, satisfactory quality of life; and
WHEREAS, during ALLAN 0. KELLY'S tenure, the Dis
has progressed from a one employee, one room District to a
District having an excellent location with facilities and :
and

WHEREAS, under ALLAN 0. KELLY'S leadership the Di:
now has Squires Dam, a facility originally holding enough st
to provide water to Carlsbad for 30 days, three connectic
the San Diego County Water Authority, and an additional si
Squires Dam for enlargement of the water system; and

WHEREAS, being the gentleman that he is, ALLAN 0.
has led the District to work closely with its neighbo
provide for interties with Oceanside, Vista, San Ma
Olivenhain and San Dieguito, just in case one of the age
should need the assistance of another in the event of an
gency; and
WHEREAS, ALLAN 0. KELLY has served the Distri
representative to the San Diego County Water Authorit:

NOW, THEREFORE, THE BOARD OF DIRECTORS OF COSTZ!
MUNICIPAL WATER DISTRICT DOES HEREBY RESOLVE TO RECOGNIZ
COMMEND ALLAN 0. KELLY FOR THE FOLLOWING:
I
1. The unselfishness in his giving of his time to improv
efficiency of the Costa Real Municipal Water District, whic
materially contributed to the development of the Costa
Municipal Water District;
I
2. The leadership by example displayed by his integrit
interest in his constituents and fellow directors, whicl
established Costa Real Municipal Water District as a succe
municipal water district; and
3. The foresight of his direction and planning of the Costa
Municipal Water District so that the District may offer tc
customers and inhabitants an excellent and economical F
1 service today and for years to come.
