HomeMy WebLinkAbout1987-03-18; Municipal Water District; Resolution 540I RESOLUTION NO. 540 " - RESOLUTION OF THE BOARD OF DIRECTORS OF COSTA REAL MUNICIPAL WATER DISTRICT ADOPTING THE DISTRICT'S EMERGENCY PLAN AND AMENDING THE ADMINISTRATIVE CODE AUTHORIZING EMERGENCY PURCHASES BY THE GENERAL MANAGER WHEREAS, it is the responsibility of the District to operz and maintain its facilities without depleting the water supply the extent that the health and safety of the public may be risk; and WHEREAS, in the event of a natural or man-made disaster I District's water system may incur severe damage; and WHEREAS, the Board of Directors recognizes the fact tk advanced planning is an effective method for the mitigation emergency related problems; and I WHEREAS,emergency purchases by the General Manager may 1 necessary to begin rapid repair of damaged water facilities. 8 NOW, THEREFORE, the Board of Directors of the Costa RE Municipal Water District does hereby resolve and order that: 1. The Basic Plan and Annex A of the Emergency Plan hereby adopted in the form of Exhibit A, 2. The addition to Section 3.2 of the Administrative Cc authorizingthe General Manager to make emergency purchases, detailed in Ordinance 27 of the Costa Real Municipal Wad District, is hereby adopted in the form of Exhibit B. March 18, 1987 ARTICLE 3. ORGANIZATION OF STAFF Sec. 3.1. An Organization Chart of District Personnel is at tached hereto. (See Chart on Page 1A this section.) Sec. 3.2. General Manager.* The General Manager shall be t Chief Administrative Officer responsible directly to t Board of Directors of the District. He shall perfo such duties as may be imposed on him by the Board a shall report to the Board of Directors in accordan with its instructions. I In employing a General Manager, the Board shall gi consideration to the following characteristics: exte sive administrative experience in a supervisory capaci in a water district or related public agency: a thoroc knowledge of the principles and practices of pub1 utility management and the laws and regulations pertai ing to the production, distribution and use of watc and a demonstrated competency in standard water wor principles and practices. The General Manager shall give full time to the duti of his off ice; shall have charge of and supervise t administrative and all operations of the District; sha plan and carry out all construction work when authoriz by the Board of Directors necessary or proper to car out the purposes of the District; shall make such recc mendations to the Board of Directors concerning t affairs of the District as may seem to him desirakl shall prepare and submit to the Board of Directors annual budget estimate, semimonthly agenda, and SL other reports as may be required by that body: sha perform such other duties as may from time to time required of him by the Board of Directors and required by law. General Manager (continued) authority to employ, discipline, and discharge all e1 ployees and assistants, other than those appointed d: rectly by the Board, at pleasure, prescribe their dutic and fix their compensation.
